- NA Proposed contract for Indefinite Delivery Contract for Construction Management Services (CMS) to assist the U.S. Army Corps of Engineers with a variety of construction projects at various office in a 13-state region (IN, OH, KY, IL, MI (Primary Service Are a) NY, PA, MD, WV, TN, AL GA, NC, VA, WI, MN (Secondary Service Area). The CMS services may consist of, but not be limited to, the following disciplines: Senior or Junior Construction Representative; Senior or Junior Inspector; Project Manager; Architect , Chemical Engineer; Chemist; Senior, Mid, or Junior level, Civil/Structural Engineer; Senior, Mid, or Junior level Electrical Engineer; Civil Engineer Technician; Electrical Technician' Senior or Junior Environmental Engineer; Geologist; Industrial Hygien ist; Senior or Junior level Mechanical Engineer; Mechanical Technician; Senior and Junior Draftsman; contract administration staff and other disciplines or areas of expertise in any facet of construction or construction contracts. Use of private vehicle wi ll be required to be used during duty hours for work. Travel per mile and travel per diem rates will be reimbursed at GSA/Joint Travel Regulation rates. Use of Government facilities, including computers will be permitted under specific arrangements. Pro posed staff shall be approved by the Corps of Engineers before beginning work. Upon occasion some personnel may be required to obtain a security clearance to perform their duties. If a clearance is needed the cost of obtaining the clearance will be borne by the contractor. Contractor must have the ability to support several Task Orders at different locations at the same time. Actual place of performance is unknown. Wage determinations will be included with each order. Duration of the contract is for o ne base year and up to (4) option years may be awarded after base year performance. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET ASIDE. The Government intent is to award no more than (4) four Indefinite Delivery Order contracts from this solicitation. The approximate issue date for this solicitation is 13 FEB 2003. The approximate closing date will be 13 MAR 2003, at 4:30 p.m. (Local time). The evaluation factors will consist of (1) Past Experience (2) Management/Resource Information and (3) Past Pe rformance/Quality Information. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Proposals from this solicitation will be evaluated on best value. Minimum requirements are 486 based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk spa ce, and compact disk drive.
