Description
It is the intent of this solicitation to contract for all labor, supervision, tools, materials, equipment and transportation necessary for Caretaker Services, including emergency work, routine service work, i.e., grounds maintenance and indefinite quantity work items as described in the statement of work. The general scope of the work is to provide caretaker services for the Naval Facility Centerville Beach (NFCB), California, which is currently non-operational. NFCB consists of approximately 39 acres located five miles west of Ferndale, California. The facility consists of an operations building section on the west and a support facility section on the east sides of the County Road 100. Its primary mission was to conduct oceanographic observation. NFCB operationally closed September 30, 1993, however, the Navy continues its investigation and cleanup of contamination as a result of past practices in preparation for transfer of this property to the General Services Administration (GSA). The Navy will contract for caretaker, maintenance, and repair services to minimize loss and destruction of Government property. There are 75 buildings and structures at NFCB. Approximately 5,100 linear feet of paved roadway must be driven to inspect the site, and 7,300 linear feet of fence must be maintained. The contractor will be required to perform simple maintenance functions, i.e., repairing or replacing locks, windows, etc. In order to accomplish this work, the contract will be divided into two parts: part one being basic caretaker functions such as Physical Inspection, Emergency Response, Reports, Minor Repairs, General Maintenance, and Animal Control as described in the statement of work, and part two supplemental work will include construction/service work exceeding the threshold for Minor Repairs as identified in the scope of work; which includes services and repairs to fences, building exterior walls, roofs, windows, locks, trees, outfalls and storm water drainage ditches, cable and vandalism. The option for this contract would include the exact same services as described above. This is a firm-fixed-price contract. This procurement is 100% Small Business (SB) Set-Aside. The North American Industry Classification System (NAICS) Code is 561210, and the related small business size standard is $6.0 million. The contract period of performance is for six months, with an option to the Government to extend performance an additional one (1) to six (6) months upon written notification by the Government. The Government will issue this solicitation through the internet. The Request for Quotations (RFQ) packages will NOT be directly provided in a paper hard copy format or compact disk (CDs). Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site for any posted changes in this solicitation, which will be available on or about 18 February 2003. The Request for Quotations will be due approximately 4 March 2003 at 2:00 P.M., local time. Download from the Internet is free of charge. All prospective offerors must register as plan holders on the Internet site for this project.
