- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number F05611-03-R-0012. In accordance with FAR Parts 12 and 13, this solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-11. The North American Industrial Classification System (NAICS) number is 112511 and the business size standard is $750,000. The proposed acquisition is reserved for small businesses. Women owned and disabled veteran owned small businesses are encouraged to submit proposals. SCOPE OF WORK: The Contractor shall provide hatchery-reared fish certified free of all reportable diseases in Colorado according to the following stocking schedule. Rainbow Trout shall be supplied approximately every 3-4 weeks from March 15, 2003 through September 15, 2003. One delivery Brook Trout shall be supplied between May 1 and June 1, 2003. Delivery dates must be coordinated with USAFA Natural Resources at 719-333-3308, and a copy of the Contractor's Fish Health Inspection Report from the hatchery of origin will be provided to the government prior to taking any delivery. All deliveries will be made during normal business hours (Monday-Friday, 7am to 5pm). Fish shall be stocked into lakes on the Air Force Academy near Colorado Springs, Colorado, and Farish Recreation Area near Woodland Park, Colorado. Academy Natural Resources personnel through random sampling shall verify compliance with the size requirements. Stocking Requirements: Rainbow Trout (average 9"), 8 deliveries, 1400 lbs each, 5 Academy lakes - Rainbow Trout (average 9"), 6 deliveries, 1000 lbs each, 3 Farish lakes - Brook Trout (average 6"), 1 delivery, 235 lbs each, 5 Academy/3 Farish lakes. LINE ITEM 0001: Hatchery Fish Stocking - USAF Academy - Rainbow Trout $_______________ per pound. LINE ITEM 0002: Hatchery Fish Stocking - USAF Academy - Brook Trout $_____________ per pound. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition and no addenda applies. The provisions at 52.212-2, Evaluation - Commercial items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other price related factors. The Government reserves the right to award a purchase order for Rainbow Trout and a separate purchase order for Brook Trout based on price. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the services offered. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer (Attachment 1). The clause 52.212-4, Contract Terms and conditions - Commercial Items, with the following addenda applies to this: 52.237-2, Protection of Government Buildings, Equipment and Vegetation. The clause at 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b)12, 13, 14, 15, 16, and 24. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program.
