Description
In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation FQ5611-03-T-0028 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-11. This RFQ is 100% Small Business Set-Aside (500 or less employees) for SIC Code 2531 NAICS Code 337127 (furniture with installation). Line Item 0001: The U.S. Air Force Academy in Colorado Springs has a requirement for the purchase and installation of Arena seats at the Clune Arena $_______________. DESCRIPTION OF SERVICES. The contractor shall provide all supervision, tools, equipment, vehicles, and labor necessary to remove existing bench seating and replace it with individual, padded seats in Clune Arena at the United States Air Force Academy. Location of Work. Clune Arena (basketball arena) located in the Field House (Building 2169), west side, Sections L13 and L15 consisting of 10 rows each, 15 numbered seats per row. New seats must match seats that are currently in Section L14, exactly. Time Restrictions. Contractor shall perform services Monday through Friday, during the hours 7:30 a.m. to 4:30 p.m. Work must be accomplished and site cleaned prior to May 16, 2003. Work to be Performed. Contractor shall remove existing bench seating on the west side (sections L13 and L15). Old bench seating will be hauled out to contractor-provided rolloff/dumpster and disposed of at dumpsite. Contractor shall remove old anchors, patch holes, and install new padded seats with cup holders and number plates on all seats/rows, to include four (4) handicap seats. Additionally, the handicap seats shall have stickers (e.g. handicap logo stickers) and rotating armrests. Cup holders, number plates, stickers, and rotating armrests MUST match existing like items in Section L14. Contractor shall remove the railings in front of sections L13 and L15 and reinstall same railings to line up exactly with the railing in section L14. Contractor shall match and touch-up blue paint on railings if paint is chipped or damaged during removal and reinstallation. Specifications. Individual padded seats (with cup holders) must match existing seats at Section L14 exactly. The government requires Patriot arena chair, SN 313131, narrow envelope version of luxury seat that will fit properly into a 30-inch shallow platform. The platform (row) length is 23 feet 6 inches and the platform height is 14 3/4 inches. Individual padded seats are 21 inches wide and should be mounted on the riser. Color shall be Irwin 101 TRUE BLUE Patriot 3000 for powder coat and plastics, and Irwin ACADEMY (Shire) for fabric. MANDATORY MANUFACTURER. Irwin Seating Company, P.O. Offerors should include their DUNS, CAGE (Commercial and Government Entity) and Tax ID Numbers, and be CCR (Central Contractor Registration) and EFT (Electronic Funds Transfer) compliant. FAR 52.212-1, Instruction to Offerors Commercial Items, applies to this acquisition. FAR 52.212-2, Evaluation Commercial Items, applies to this acquisition, and the following factors shall be used to evaluate offers: Price and past performance, wherein price is considered approximately equal to past performance. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items; and FAR 52.212-4, Contract Terms and Conditions, Commercial Items both apply to this acquisition with the following addenda to 52.212-4: FAR 52.237-2 and 52.242-15. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items applies to this acquisition. The following blocks are checked under FAR 52.212-5, paragraph (b): Block (1) 52.203-6, with Alt I; Block (11), 52.222-21; Block (12) 52.222-26; Block (13) 52.222-35; Block (14) 52.222-36; Block (15) 52.222-37; Block (19), 52.225-3; Block (21) 52.225-13; and Block (24) 52.232-33. The following blocks are checked under FAR 52.212-5, paragraph (c): Block (1) 52.222-41; and Block (2) 52.222-42. DFARs 252.204-7004, Required Central Contractor Registration, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. Offerors must acquaint themselves with the regulation concerning Commercial Item acquisition contained at FAR 12.
