- Description
- The USEPA National Vehicle and Fuel Emissions Laboratory (NVFEL), in Ann Arbor, Michigan seeks to expand its test capabilities to include the fueling and testing of hydrogen powered vehicles. As part of this effort and in accordance with FAR Part 12 procedures, EPA plans to procure via lease hydrogen storage and dispensing equipment and the operator training necessary to establish and operate a vehicle fueling site capable of dispensing up to 40 kilograms of hydrogen per day. The bulk of the hydrogen will be stored in a liquid state in an appropriately sized pressurized cryogenic tank, but will be dispensed as a gas at ambient temperatures into 5,000 psi vehicle fuel tanks. EPA is planning for a base twelve month period for the initial lease with two additional twelve month options. EPA envisions needing this equipment by June 2003 for use in July 2003. This procurement will be made using "Best Value" evaluation criteria and will be competed using Full and Open Competition.
