- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the Department of Health and Human Services, Region 1 (New England). DHHS and GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (July 2002); 4) 52.212-4 Contract Terms and conditions-Commercial items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002). The Department of Health and Human intends to negotiate a firm fixed price lease acquisition of a vehicle for its office in Boston, MA. This vehicle is to be a small SUV similar to, but not necessarily a new 2003 Ford Escape XLT, V-6 2.0L Zetec 16 valve, 5 speed, with all-terrain tires; class II trailer (3500lbs.) towing package. Color preference: white or dark blue. This lease shall be for 1 year with 2 option years. The Government's objective is to select the offer that will provide the best value to the Government, taking into consideration delivery time and a realistic and reasonable cost. How to Respond: Offerors shall submit their proposal via fax or e-mail to Sharon Teger. Proposals must be in US dollars. The proposal must include all shipping and preparation costs. They must include the date the vehicle will be ready to deliver. Only proposals containing all specifications will be considered by the Government. Proposals are to be received not later than 5:00 PM EST, Thursday February 14, 2003. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
