- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. [FAR Internet Reference: http://www.arnet.gov/far] This announcement constitutes the only solicitation; proposals are being requested and a written solicitation "will not" be issued. This solicitation, is issued as a request for proposal (RFP). Reference Solicitation No. 021-M-APHIS-03. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2001- 10. The following FAR clauses and provisions are incorporated into this solicitation by reference and are in full force and effect - FAR 52.212-1, Instruction to Offerors---Commercial, FAR 52.212-3, Offeror Representations and Certifications---Commercial Items (Offerors shall download FAR 52.212-3 from the Internet and include with their proposal), FAR 52.212-4, Contract Terms and Conditions---Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders---Commercial Items. [FAR Internet Reference: http://www.arnet.gov/far] This acquisition is unrestricted. All responsive proposals will receive consideration for award. The applicable NAICS code is 339111. The small business size standard is 500 employees. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), National Monitoring and Residue Laboratory (NMRAL) has a requirement for a nuclear magnetic resonance (NMR) spectrometer complete with nonmagnetic workstation table and chair and computer workstation with software and printer/plotter to operate the system. The following "brand name or equal" specifications and salient characteristics are required: Varian "Mercury" 300 MHz NMR System or equivalent with the following features and/or salient characteristics: (1) Two radio frequency (RF) channels capable of detecting hydrogen, carbon, phosphorus and fluorine; (2) 120 VAC, 60 Hz, 20 amps; (3) Thermal load of less than 20,000 BTU total; (4) must be capable of operating on a 6" reinforced concrete floor without an antivibration system; (5) A minimum of 235 day hold magnet for liquid helium; (6) RF system capable of supporting single or double resonance experiments, (7) Autoswitchable probe for hydrogen, carbon, phosphorus and fluorine; (8) Variable temperature control of the probe; (9) Automated deuterium gradient shimming; (10) Automated lock, shim, phase, gain, sample insert, spin and eject system and probe calibration; (11) Nonmagnetic workstation table and chair, (12) Computer workstation for NMR with software and printer/plotter to operate the system; (13) Standard commercial warranty; and, (14) Training of 3 chemists on or off-site for 5 days for each chemist. TIME FOR DELIVERY: Within 4 months from the effective date of the contract award. DELIVERY REQUIREMENTS: Delivery shall be f.o.b. destination to the USDA, APHIS, NMRAL, 3505 25th Avenue, Gulfport, MS 39501. EVALUATION FACTORS FOR AWARD: Award will be made to the responsive and responsible offeror representing the best value to the Government based on (1) the ability to meet the required delivery terms, (2) past performance, and 3) price and other price related factors. For the purpose of this solicitations, the ability to meet or exceed required delivery terms and price and other price related factors are equally weighted and slightly more important than price and other price related factors. Offerors shall complete the complete the pricing schedule, sign and date, and submit to the Contracting Officer at USDA, APHIS, MRPBS, ASD, Contracting, Butler Square, Fifth Floor, 100 North Sixth Street, Minneapolis, MN 55403 by NO LATER THAN 2:30 P.M., CENTRAL TIME ON FEBRUARY 20, 2003. Proposals shall include a cover letter and descriptive literature clearly describing the product offered and it's features. Proposals/descriptive literature must demonstrate full compliance with the salient characteristics of the aforementioned brand name specified and this solicitation.
