Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Stuart Martin, Cabin John, MD, under the authority of FAR 6.302-1 Only One Responsible Source, for maintenance and infrastructure for the Single-Electron Tunneling (SET) measurement apparatus and fabrication of Si-based SET Transistor. Specifically, the Contractor will: a) repair wiring in the Dilution Refrigerator (DR) located within the SET apparatus; b) work with planners to design a framework for support of the DR for upcoming move of equipment; and c) begin fabrication development of a protocol for making electrical contact to silicon-on-insulator (SOI) wafers. This is a sole source requirement as the contractor possesses the requisite knowledge and familiarity with the modified Oxford Kelvinox 100 DR and associated measurement apparatus; has previous experience in fabricating SET transistors, including photo- and electron beam-lithography, and thin-film deposition; and is stationed within a geographical proximity to NIST to allow for on-site work. A fixed price contract will be issued with a period of performance of four months commencing on or about 03/10/03 with one 1-yr. option period and one eight month option period. The NAICS code for this acquisition is 541330 and the size standard is $4.0 mil. Interested persons may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Proposal (RFP) is not available. See Numbered Notes 22 and 26.
