Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation F09650-03-Q-0028 is a Request for Quote. This solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular through the issue date of the solicitation. NAICS Code 235940. Place of Performance/FOB: Robins AFB, GA. Delivery date: 30 days after receipt of award. CLIN 0001- Firm fixed price contract for non-personal service to load, haul, and dispose of 2,500 tons of debris in accordance with the attached Statement of Work with 2 additional option periods. Contract will consist of the basic for 2,500 tons, Option 1 for 2000 - 5000 tons and Option 2 for 2000 - 5000 tons. Options to be exercised within a 12-month period. STATEMENT OF WORK LOAD, HAUL, AND DISPOSE 2500 TONS OF DEBRIS UHHZ C2982 31 January 2003 1.0 GENERAL. The contractor shall provide all labor and equipment to load, haul, and dispose of 2500 tons of asphalt and concrete debris at the Civil Engineer Storage Yard Site. 2.0 SCOPE OF WORK. The contractor shall remove 2500 tons of asphalt and concrete debris from the storage yard at the corner of Macon Street and Marchbanks Drive. Each load of debris shall be weighed on Robins AFB scales located at the Defense Reutilization Marketing Office at Macon Street and Marchbanks Drive. Each load of debris will be weighed before leaving the base. All debris shall be disposed of according to state requirements. 3.0 PROJECT OFFICER. The project officer is TSgt Stephen Vargo, Civil Engineer, 78th Civil Engineer Squadron. If questions or concerns arise, contact TSgt Vargo at 478-926-5820 ext 201. 4.0 OPTIONS. Any options for additional debris removal shall be handled in the same manner as above except the quantity (tons) may differ. Additional Information: 1. The concrete/asphalt is not contaminated. 2. The debris only contains concrete and asphalt. 3. Concrete may contain rebar, unable to ascertain completely, but any rebar will be limited. 4. Sizes of pieces vary, but all can be loaded with front-end loader. 5. The prevailing wage that applies to this procurement is categorized as a heavy equipment operator, $14.64 per hour based on Department of Labor Wage Determination 1994-2139, Revision 24, dated 28 May 2002. 6. The debris is not segregated, all of the debris is mixed together. 7. Debris area is accessible to dump trailers and smaller dump trucks. 8. The debris is in one central location. 9. Loaders can be used to load debris, but the contractor is responsible for providing the equipment.
