- Description
- The National Institute of Standards and Technology's (NIST) World Trade Center Investigation is to investigate the building construction, the materials used, and the technical conditions that contributed to the outcome of the World Trade Center (WTC) disaster. The NIST Investigation Plan can be found at http://wtc.nist.gov, including a description of Projects 7 and 8. The objective of this Statement of Work is to contract for survey services. The offeror shall have a federal-recognized Institutional Review Board (IRB) and obtain approval for this data collection effort from said IRB. NIST Legal Counsel will review the recommendations and provide approval of the IRB to ensure compliance with all applicable statutes regarding human subjects and privacy. The IRB approved survey will consist of both development and execution of questionnaires (administered over the telephone), interviews (administered face to face), and focus groups. The survey shall minimize the impact upon the population, maximize the investigative yield, and coordinate with other studies. The results of these surveys will be delivered to NIST in an encoded database. The successful Offeror will NOT analyze the data or develop any conclusions based upon the data collection effort. This requirement involves three separate tasks. The first task is the development of the survey instruments, database design, finalization of survey protocols, and the attainment of IRB approval. This task may additionally require limited interaction with the Office of Management and Budget (OMB) in order to attain final survey approval from said agency. Initiation of task two (survey execution) and completion of task three (database delivery) are contingent upon final approval from OMB. The second task is the conduct of the questionnaire, interview, and focus group protocols, as well as final field work report delivery. The third task is the completion and delivery of the database, along with technical assistance to NIST in computing database statistics (regression, correlation, variance, significance, etc) and producing database-generated output. Details of this requirement will be provided in the solicitation. The Government anticipates the award of a commercial Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract for a period of one (1) year. It is anticipated that a single solicitation will be issued on or about February 13, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
