Description
Bechtel SAIC Company, LLC (BSC), herein known as the Contractor, intends to issue a Request for Proposal (RFP) to provide the services described below to prequalified bidders only. To be deemed prequalified to bid on the RFP, potential bidders must respond affirmatively to the "Prequalification Criteria" section, questions one (1) and two (2) addressing specific areas of expertise. Further, potential bidders must respond affirmatively to prequalification question three (3) or provide a written commitment to obtain an ASME N Stamp for Section III, Class 2 as described therein. Summary Scope of Work: The scope of work (SOW) for this Subcontract will include the design, material procurement, fabrication, testing, and shipment of the prototype disposal container in accordance with ASME Code. The ultimate purpose of disposal containers will be to dispose of spent nuclear fuel in an underground repository. The details of the prototype disposal container are listed below, however, due to the inability to post the drawing on this site, please visit BSC's website at BSCUpdate.com to access the drawing. (This prequalification notice is posted in "Active RFP Prequalifications" under "Vendor/Supplier Information." The drawing is on Page 5 of 5.) 1. The prototype disposal container length is nominally 200 inches, with an outer diameter of 65 inches and weighs approximately 60,000 pounds. 2. The prototype disposal container is composed of an outer barrier, inner vessel, and basket assembly. 3. The prototype inner vessel shall be constructed of 316L SA240 (UNS S31603) with extra restrictions on carbon and nitrogen, and have the ASME Code N Symbol Stamp affixed in accordance with the requirements of the ASME Boiler and Pressure Vessel Code Section III, Division 1, Subsection NC (Class 2 pressure vessel). Subcontractor will furnish a Certified ASME Design Report for this vessel. 4. The prototype outer barrier shall be constructed of SB-575 (UNS N06022) for corrosion protection, and shall be constructed using materials, welding, and nondestructive examination in accordance with the provisions of the ASME Boiler Pressure and Vessel Code Section III, Division 1, Subsection NC (Class 2 pressure vessel). The outer barrier will be built in accordance with Contractor supplied drawings and fabrication specification. No ASME Design Specification will be provided; no ASME Design Report will be required; and the barrier will not be required to be ASME Code stamped. It will be inspected by an Authorized Nuclear Inspector and certified on a Contractor-supplied non-Code Data Report Form to meet the specified provisions of a Contractor-supplied Fabrication Specification, which will reference the required specific provisions of the the ASME Code. 5. The prototype basket assembly is an "egg-crate" design that is composed of SB-209 A96061 T4 and Neutronit A978TM (borated stainless steel) with SA-516, Grade 70 (UNS K02700) for basket guides and tubes. The basket assembly shall be constructed using ASME Code Section II for materials, ASME Code Section IX for welding. Welds connecting basket assembly to the inner vessel shall be performed to Section III, Division 1, Subsection NC. The basket assembly will not be required to be ASME Code Stamped. 6. The RFP will specify that the prototype shall be fabricated from rolled and welded plate. This specification is necessary to ensure that the prototype container meets certain project requirements. However, future prototype procurements will consider alternative fabrication techniques that meet all of the applicable disposal container requirements (e.g. ASME Code, materials of fabrication, dimensions, surface condition, etc), offer potential advantages over the baseline fabrication technique, and have been demonstrated for vessels of similar size to the prototype. Location of the Work: Work shall be performed at Subcontractor's or subtier supplier's facilities, unless otherwise directed by the Contractor. All construction shall be performed within the United States. Period of Performance: The estimated RFP issuance date is approximately April 2003. The anticipated planned date for award of the Subcontract is November 2003. The estimated period of performance is to commence work in December 2003, with an expected duration not to exceed eighteen (18) months. Subcontract Type: It is anticipated that a firm-fixed price Subcontract will be awarded for this procurement. Prequalification Criteria: To qualify to bid on the RFP, the respondent must be able to demonstrate and provide documented evidence to substantiate that the respondent can meet the specified requirements. NOTE: "Respondent" means the firm responding to the Prequalification. 1. Does the respondent possess the in-house facilities, equipment, and technical expertise to implement the requirements and meet schedule needs? _ YES _ NO If "Yes" provide information on the items designed and fabricated by the respondent and the projects where they have been successfully implemented. This information must also include Client Name, address, contact name and telephone number. 2. Does the respondent have a minimum of five years experience in the past 15 years constructing and shipping ASME Code Stamped (N or U) pressure vessels? _ YES _ NO If "Yes" provide a business reference list of direct relevant experience within the last fifteen years. A minimum of three references is required. This business reference listing shall include at a minimum: 1. Respondent Name seeking Prequalification 2. Client Name, Address, Contact Name and Telephone Number 3. Work Description 4. Location 5. Period of Performance (start to finish dates) 3. Does the respondent have an N-Stamp for ASME Section III, Class 2 vessels? If the respondent does not have an N-Stamp for ASME Section III, Class 2 vessel then the respondent must obtain such stamp prior to October 1, 2003. _ YES _ NO If "Yes" provide copy of N-stamp for ASME Section III, Class 2 vessels. If "No", provide commitment to obtain such stamp prior to October 1, 2003 and a description of the steps that will be taken to obtain the stamp, along with copies of any currently or previously held ASME Code stamps. Response Submittal: Electronic and/or faxed responses are required no later than the close of business on or before February 28, 2003, at 4:30 p.m. Pacific Standard Time (PST). Include the company name and address, as well as the name of the responsible person to whom future communications regarding the prequalification and the RFP should be addressed and their telephone number, facsimile telephone number, and E-mail address.
