Description
The National Institute of Allergy and Infectious Diseases (NIAID) intends to award a sole source contract to the University of Mali in West Africa. This acquisition requires the support of an infrastructure able to support the NIAID, HIV/AIDS Research Program in Mali. The NIAID has selected Mali as a primary site for HIV/AIDS research because of the epidemiology of the disease in this country, and its still low prevalence. An important consideration is the existence of an already highly developed NIAID program in malaria with basic facilities which can be shared with the HIV/AIDS program. Among these are a unique communications system and LAN which links the NIAID facilities in Mali directly to the NIAID in Bethesda. There will also be shared conference rooms, a library, ,and a repository for specimen storage. THE HIV/AIDS program will participate in the NIH sponsored Minority Student Training Program based at the Medical School in Bamako. Mali also provides models and situations for disease transmission intensities from generally low levels to significantly higher rates of transmission in clearly defined high risk groups. The HIV/AIDS Research Program at the National School of Medicine of Mali (FMPOS) is the only basic research program in the country capable of carrying out the programs outlined by NIAID staff. Laboratories are currently under construction and the staff is being trained to support the NIAID effort. These include facilities for diagnosis using the most modern tools of molecular biology. It is anticipated that a fixed-price requirement type contract with a base year and two one-year option periods will be awarded. The current contract was a sole-source award made to the University of Mali. For this reason, and based on the support services provided by the contractor described above, the Government believes that no other offerors are currently available to provide these services.
