- Description
- This proposed contract is 100% set-aside for small business concerns, under NAICS Code 541710, with a size standard of 500 employees. The NIAAA contemplates awarding a cost-plus-award-fee performance based one-year contract with four (4), six-month options as a result of this solicitation. The objective of this procurement is to obtain comprehensive laboratory animal care services, research support services, and equipment maintenance services for those portions of the intramural research program of NIAAA, located in Rockville, Maryland. This contract will be incrementally funded and will begin with a 2-week transition period beginning on or about June 17, 2003 and running through June 30, 2003. The purpose of the transition period is to provide for an overlap period with the incumbent contractor who shall assist the awardee in the transfer of functions, equipment and materials necessary to establish performance. After completion of the transition period, the awardee shall be completely self-sufficient and shall bear full responsibility for performing all duties called for under the Statement of Work. Full operation of the facility shall start on July 1, 2003. Offerors and their subcontractors must have a minimum of 3 years experience in providing the type services requested, a demonstrated record of experience and professional competence in performing and providing all technical support and management services necessary to maintain a biomedical research animal facility and to perform research support services in a manner compatible with AAALAC accreditation, and be in compliance with relevant laws, regulations, and guidelines. The majority of animals to be maintained will be rodents and amphibians. Offerors must have access to a pool of management, animal care, and laboratory personnel qualified for and capable of carrying out the various duties required. In addition, this contract will provide for preventive maintenance and emergency repair for a Basil 4600 Cage Washer and a HVAC System for the animal facility. The incumbent contract was awarded as a small-business set aside to R.O.W. Sciences, Incorporated (doing business as Northrop Grumman Information Technology), Rockville, Maryland in an aggregate amount of $1,407,703 for a six-year period of performance. The basic contract was originally awarded to maintain two facilities (Flow and Park Buildings), shortly after contract award; the Park Building was deleted from the statement of work.
