NAICS Code: 611710 Agricultural, Enviornmental, and Development Economics Analysis - Ohio State University Public Notice - February 3, 2003 Procurement Office: US Evironmental Protection Agency, Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave, NW Washington DC 20460 Title: Agricultural, Environmental, and Development Economics Analysis - Ohio State University Response Date: February 11, 2003 The United States Environmental Protection Agency, under Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to the Ohio State University, Department of Agricultural, Environmental, and Development Economics. This award is based on staff there being uniquely qualified to provide this analysis to EPA. Within the field of international forestry modeling, no other US research firm (firm) or consulting group (group) have expertise in estimating the potential for carbon sequestration from global forest quantified in carbon equivalent emission prices ($/TCE). In addition, no other firm or group has distinguished forest data by specific land-cover and age class arrays that can be easily transferred into the particular agro-ecological zones required by EPA. Finally, no other firm or group has a model like the Dynamic Forestry Model that takes into account the necessary international timber trade and temporal aspects of the problem. The model also fully reports forestry income, production, consumption, as well as environmental attributes. This department's expertise and the Dynamic Forestry Model and data are unique because many of the key functions and relationships within the global forestry sector are directly linked to carbon sequestration and already have been incorporated into and refined within this model. The NAICS code for this procurement is 6117, other educational services. No solicitation or request for quotation (RFQ) is available. Not withstanding, any firm who believes it is capable of meeting the EPA's requirements stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities - any response failing to provide the aforementioned data will be disregarded. Routine requests for a copy of the RFQ will be disregarded. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
