Description
The Department of Commerce/National Oceanic and Atmospheric Administration intends to procure on a non-competitive basis with FAME Information Services, Inc. for its proprietary software for the Bureau of Economic Administration (BEA). BEA uses Forecasting Analytical Modeling Environment (FAME), a time series system developed and supported by the FAME Information Services, Inc., as its standard for time series data management. The Contractor shall provide FAME software with facilities for time series management; time series manipulation and transformation; estimation and other statistical operations; graphics; report writing; model simulation; and programming. The Contractor shall provide FAME time series database management software and related support software and services, as well as optional training on the FAME software. The Contractor shall provide renewal licenses suitable for use on a Microsoft Windows NT/2000 local area network for these FAME licenses BEA currently holds: FAME Version 9.0 FAME with 4GL & FAME Populator, FRDB (FAME Database Server), CHLI (C Host Language Interface), FHLI (Fortran Host Language Interface) FFI (Flat File Interface). The resultant contract will be for a base and four option years. Any source that believes it can supply the required service should respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement, within 30 days of this notice, to the above address. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. See note 22.
