Description
Provide design and construction services for the installation of new wood replica lighthouses at U.S. Coast Guard Station Burlington, Burlington, Vermont. The work includes but is not limited to the following: Provide professional architectural, engineering, and construction services necessary to design and build wood replica lighthouses on the ends of the riprap breakwater, Lake Champlain, Burlington, VT. Award will be based on best value to the Government. The design and construction of the lighthouses must meet the parameters described in the scope of services. The architectural/design services shall include studies and site work (if necessary), structure design, and construction permitting. The contractor?s initial proposal shall include a rough outline of the entire scope of work, including the structure design (10% design plans), the proposed staging area for fabrication/construction, and public outreach plan. Proposals will be evaluated on the following factors: (1) Price; (2) Technical merits of proposed design: Ability to withstand environmental forces, simplicity of design/construction, degree to which the design facilitates easy maintenance of ATON (Aid to Navigation) equipment by Coast Guard personnel. (3) Public Outreach Plan: Proposed activities to actively engage/educate the local/visiting public on the development, history, and socio-economic impact of aids to navigation on Lake Champlain, and the Burlington Breakwater lights in particular. Evaluation of the suitability of the proposed staging area in support of the public outreach plan shall be evaluated. (4) Design/Construction timeline: Proposed timeline for the design and construction process. Because public outreach is an important part of this project, the time of year and length of time that will be spent during the construction/public outreach phase of the project will be considered in choosing the best proposal. (5) Past Performance/Qualifications: Each prospective contractor?s qualifications for marine work, historical research and interpretation, historical reproduction construction, and past performance on government projects will be evaluated. Each prospective contractor shall submit a brief summary of the relevant qualifications and previous experience for the designer, general construction supervisor, and principal sub-contractors intended to be used for the project. The NAICS is 238190 and Size Standard is $12.0M. Estimated cost range is between $100,000 and $250,000. Solicitation packages will be available on or about 20 February 2003. THE FOLLOWING NOTICE IS PROVIDED AS INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU) has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short-term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The max. line of credit is $500,000.
