- This is a sources sought announcement to identify potential sources and gather information on current capabilities within the market for Bipolar Wafer-Cell NiMH Aircraft Battery. This notice is neither a solicitation for, nor request for competitive proposals. The Air Force Research Laboratory, Materials and Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to perform manufacturing scale up of the materials and processes used in producing a Bipolar Wafer Cell NiMH (Nickel Metal Hydride) Aircraft Battery. The focus of the effort will be to scale up the most effective processes from labor intensive, hands-on techniques to semi-automated processes typical of low volume, specialty battery manufacturers. These processes typically include preparation of the nickel and hydride materials, foil laminations used for the electrode contacts in the cell bags, cell electrode material rolling, wafer cell assembly, and battery assembly. The objective is to produce a maintenance free, 28 Volt, 17-25 Ampere-hour, Nickel Metal Hydride aircraft battery that weights less than 50 pounds, has a minimum 3 year life and can be produced in quantities of 300-500/year with a unit purchase price of less than $2000 each. Interested parties should have documented expertise and existing capability in the development and production of Bi-polar Wafer Cell NIMH batteries and should identify their interest and capability to respond to any potential requirement by submitting the information required under note 25 below. All submitted information should be limited to no more than 25 pages, one-sided, minimum font size 10 and should be sent to Lori Shirdon, AFRL/MLKT, Contract Negotiator, at (937) 255-0429 or via e-mail at, lori.shirdon@wpafb.af.mil by 20 FEB 2003 no later than 1500 EST. Submittals via e-mail are preferred. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from potential sources. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the information.
