- NAVSEA Indian Head, Naval Surface Warfare Center, Naval Explosive Ordnance Disposal Technology Division, Indian Head, Md. is seeking competitive proposals for a Submunitions Clearance System (SCS) along with interface characteristics and quality assurance provisions. This is NOT a research and development effort. The Government is aware that there are currently available commercial products that either meet the Government?s Performance Specification or can meet it with minimal modifications. The SCS will provide the Explosive Ordnance Disposal (EOD) technicians a means to remotely accomplish Standoff Munitions Disruption (SMUD) against unexploded ordnance (UXO). The system needed will consist of an operator control unit that allows the user to remotely, from inside a vehicle or behind appropriate cover, control and fire the rifle from an aiming platform. The system shall be able to mount onto a military highly mobile multipurpose-wheeled vehicle (HMMWV), tripod, or robotic vehicle. The system shall be able to fire, without modification to the weapons, the M82A1 Barrett .50 caliber, M14 Designated Marksmanship Rifle (DMR) 7.62 caliber, and AR-10T/AR A4 7.62 caliber weapons and have upgrade potential to fire new weapons if needed. The procurement will be conducted on a best value basis and posted solicitation will include qualitative evaluation factors, which will clearly identify the evaluation criteria that are to be examined for all proposals submitted. As part of the source selection evaluation criteria each offeror will be required to demonstrate their product. Offeror's are required to submit an offer/proposal in strict accordance with the instructions provided within the solicitation. The successful outcome of this solicitation is expect ed to result in the award of a single Firm Fixed Priced Indefinite Delivery Indefinite Quantity type contract with the potential production of 240 approved systems which meet the Government?s Performance Specification. The applicable North American Industrial classification System (NIACS) code is 332995. The FSC code is 500. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted viewing and downloading on the Government Electronic Posting System (EPS) site at www.nswcindianhead.com/contracts or www.fedbizops.gov. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offers must have a Commercial and gove rnment Entity Code (CAGE Code) and be registered in DoD?s Central Contractors Registration (CCR) at www.ccr.gov. In accordance with FAR 5.207, all responsible sources may submit a proposal, which shall be considered by the Agency. This notice does not obligate the Government to award a contract, it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs.
