Description
This is a combined synopsis/solicitation under the FAR, Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ). The NAICS for this solicitation is 561439 with a small business size of 500 employees. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through FAC 12. Quotes must be received on closing date by 4:30pm. *CLIN01* 400,000 EA Letter and Legal Size Documents *CLIN02* 4000 EA Maps and Similar Size Documents NOTE: The estimated quantity of documents could range from 300,000 to 600,000 with varying sizes. The stated quantity is provided for bidding purposes only. Contrator is guaranteed $25,000 NTE $50,000 for entire contract. Provide quantity price break information if applicable. Description of Work: The intent of this contract is to scan and index between 300,000 and 600,000 lands purchase and acquisition documents onto compact disks in a format compatible with Microsoft Windows 2000, Office 2000 and Windows XP operating systems. Documents are stored in file folders in up to twenty-four, four-drawer file cabinets, located in the lands department at the Lake Tahoe Basin Management Unit, South Lake Tahoe, California. The documents are primarily 8.5?? X 11??, but include legal size and various larger size maps and plats. The documents must be searchable and retrievable by case name and Assessor?s Parcel Numbers (APN) for purchase files, and by case type and case name for other acquisition files. Some maps will need to be indexed by map type and map name. The documents must be maintained in an organized file folder structure where all documents are available for viewing in their original order through scrolling or thumbnails when a file folder is opened. The files must be batched by case type. (Examples are as follows: ,5420 ? Santini/Burton Purchase ? Closed ;5420 ? Santini/Burton Purchase ? Open ;5430 - 5430 ? Land Exchange ;5420 ? Regular Purchase or Donation). Contractor must provide imaging software for retrieval and viewing and printing of documents on the CDs. Provide sample of scanned documents for evaluation of the software. The project is to be completed by April 25, 2003.The original files are to be returned to the LTBMU lands department in the same condition and order as they were in before scanning. Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for the files.. Location The files are located on the Lake Tahoe Basin Management Unit at the Supervisors Office, 870 Emerald Bay Drive, Suite 1, South Lake Tahoe, California. The files may be transported to a remote location for scanning. There is a limit of four file cabinets or the equivalent which can be removed from the office at one time. The contractor shall report the number and type of documents scanned when returning each shipment and before the next batch can be removed from the office so the numbers can be monitored and the cost to date can be determined. Description: The file cabinets or labeled boxes containing files to be scanned will be identified by the LTBMU lands department. Accessibility: The site is readily accessible on U.S. Highway 89, but access to South Lake Tahoe can be subject to temporary chain restrictions or closures due to snow. In accordance with the Federal Acquisition Regulations (FAR), the following clauses are incorporated by reference:FAR 212-1 Instructions to Offerors-Commercial Items (OCT 2000);52-212-3 Offeror Representations and Certifications-Commercial Items (JULY 2002); 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002) with the additional FAR clauses stated at the following paaragraphs within 52.212-5 applying (a)(b)(1)(5)(8)(11?16)(18-19ii)(21-22) (c)(1-4).
