Description
THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A REQUEST FOR PROPOSAL (RFP). The Defense Information Systems Agency (DISA) is seeking sources that are capable of providing systems engineering analysis, design and development, integration, maintenance and operational support services. This requirement is in support of the DoD Public Key Infrastructure (PKI) PMO. The offeror will be required to demonstrate systems engineering analysis, design and development, integration, maintenance and operational support for PKI, Network Infrastructure, Directory, Validation and Common Access Card (CAC) technologies employed by the DoD PKI and PK Enabling (PKE) programs. The offeror must also have a secure network operations facility to accommodate the DoD PKI laboratory environment. The contractor must have demonstrated and current experience in the support of production, test and pilot PKI, PKE, Directory, and Smart Card components, as well as information assurance analysis and implementation of enhancements such as: component upgrades, improving the PKI Registration Processes, integration with existing and new AIS?s and support for implementation of PKI interoperability to support the Warfighter. The offerors experience must include hands on analysis, design and development, maintenance and operations of the DoD PKI software suite, including Netscape CMS 4.2, 4.5, and 6.x, associated directory, Data Recovery Manager (DRM), and validation modules; operating in high performance Unix platforms and Network infrastructure. This experience must include demonstrated analysis, design and development, maintenance and operation of the DoD PKI hardware including but not limited to, SUN, CISCO, Chrysalis, and nCipher. Specifically, the offeror must have demonstrated recent experience including: Engineering analysis and support for the current DoD and Target PKI and CAC implementation; integration of DoD PKI with existing and new Application Information Services; implementation of a basic PKI infrastructure and CAC implementation in the DoD PKI lab and cooperative testing with the Joint Interoperability Test Center (JITC); demonstrated experience with the National Security Agency?s (NSA) Solution Security Assessment (SSA) process and Security Test and Evaluation Findings as well as Information Assurance Vulnerability Alerts, Advisories and Bulletins; implementation knowledge of the Defense Enterprise Computing Center (DECC) network infrastructure; analysis, planning and implementation for modifications or integration of new elements to the DoD PKI to support interoperability requirements for the Warfighter, including the Federal Bridge; analysis, planning and support for upgrades to various Hardware and Software configuration items and familiarity with the DoD PKI Change Request process; and, first, second and third level support for PKI components installed in production or implemented in pilot projects. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the by the Government will arise as the result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified.
