Description

B-U. S. Department of Commerce (DOC), National Oceanis & Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), intends to negotiate on a sole source basis with the University of Edinburgh, Edinburgh, Scotland to provide services in the development of radiative-transfer based cloud screening techniques and software that are required in order to continue the high-accuracy retrieval of SST in the GOES-M-Q era. The contractor shall develop these techniques and provide software ready for April 2003 when the GOES-12 satellite becomes operational. This is a notice of intent, and cannot be considered a solicitation, therefore no solicitation package exist. Award will be made using simplified acquisition procedures. Reference EK-69
