Description
The Centers for Medicare & Medicaid Services (CMS), Acquisition and Grants Group is seeking capability statements from small and minority business firms who are qualified to perform research or analytical studies to related to health care quality, payment, or delivery. The following are example of the programs areas in which these kinds of studies may be performed: The intent of this publication/announcement/solicitation is to reach and encourage as many small and minority business firms as possible to compete for CMSs research and related support activities. This role will require data analyses, development, implementation and evaluation of a variety of innovative, new research projects, as well as expanded efforts to evaluate the effectiveness of CMSs current programs. Small and minority businesses are invited to submit capability statements electronically to Mwebb@cms.hhs.gov or by mail to: Centers for Medicare and Medicaid Services AGG/Division of Research Contracts and Grants 2-21-15 Central Building 7500 Security Boulevard Baltimore, MD 21244-1850 Qualified firms should have expertise in at least some of the following specific research areas listed below. These activities require that the contractor must have, or must be able to acquire under the terms and conditions of its contractual agreement, the resources and expertise to perform these functions on an almost immediate basis. Access to Care:conducting research on differences in utilization and access to care.facilitate among vulnerable segments of the Medicare and Medicaid populations, Medicare+Choice Program:collect or analyze data to help CMS monitor and evaluate the performance of managed care organizations by studying enrollment patterns, selection bias, disenrollment, beneficiary satisfaction, and quality; and study how changes in the overall managed care market and the insurance market in general are affecting Medicare and Medicaid enrollees of private plans. Medicaid and SCHIP Programs -- evaluate quantitatively and qualitatively selected aspect of Medicaid program and the State Children?s Health Insurance Program (SCHIP). Development of Data:develop and/or analyze Medicaid statistical information systems (MSIS/State Medicaid research files (SMRF) data sets, Medicaid encounter data sets from MSIS. Risk Adjustment:Develop and refine risk adjustment methodologies and new systems of prospective and capitated payment for health care services. New Payment and Delivery Models:Conduct research to help CMS develop, implement and evaluate new health care delivery models intended to encourage to effective and high quality care. Prescription Drug Benefit:perform research and analyses to help inform implementation of a possible Medicare prescription drug benefit. Health Literacy:examine the impact of patient education techniques, requiring different level of health literacy, upon patient compliance with treatment protocols. Research on Disparities:conduct studies to better understand the causes of disparities in health care among women, racial, ethnic, and other vulnerable population and develop intervention strategies designed to eliminate these disparities. Development of New Quality and Performance Measures:develop quality and performance measures that allow CMS to compare and monitor performance across health plans, providers and settings, and study what factors contribute to better outcomes. The ability to analyze large data sets of patient assessment information such as the MDS or OASIS instruments for nursing homes and home health agencies respectively.
