Description
This is a Sources Sought Synopsis in support of a market survey being conducted by the Air Force to determine interest and capabilities of potential sources. This synopsis is for informational and planning purposes only and does not constitute a solicitation, or a synopsis of a solicitation, or a commitment on the part of the government to later publish a solicitation. The government will not reimburse the costs of preparing or submitting a response to this synopsis. Any information submitted in response to this sources sought synopsis is strictly voluntary. Any questions should be submitted to the contracting officer listed above. The Electronic Systems Center, Battle Management Command, Control and Communications Capabilities System Program Office seeks operational mission planning, and combat intelligence systems on-site support for the B-2 bomber weapon system enabling the 509th Bomb Wing OSS and 72nd TES at Whiteman AFB, MO to conduct all mission planning, and mission planning intelligence required to support all B-2 bomber weapon system flight operations. The on-site support at Whiteman AFB for the 509th BW and the 72 TES will be provided 24 hours/day, 7 days/week. At a minimum, the cadre performing B-2 mission planning: * must all be clearable to Top Secret/SCI/SIOP/ESI/SAR/NATO, * must be fully conversant in the operation of the B-2 MPE (Mission Planning Environment) consisting of the MPS-IV (Mission Planning System-IV) and the B-2 A/W/E (Aircraft/Weapons/Electronics) version 3.1.2, PFPS 3.2 (Personal Flight Planning System) and all its external interfaces, * must be experienced in performing configuration management, mission planning data processing, and system administration functions for the B-2 MPE, * must be experienced in: planning basic navigation routes using the B-2 MPS, interpreting navigation documents (SIDs/Approach plates, aeronautical charts, FLIP AP1B A/R tracks, Low-Level Routes, Special Use Airspace, etc.), Interpreting B-2 radar scope displays for pre/post mission planning (Offset selection, reflection/refraction theory, etc.), analyzing navigation documents (flip-carts, aeronautical charts; maps, etc.) and incorporating them into B-2 mission plans, managing time control of navigation points when planning B-2 missions, interpreting basic aeronautical instrument displays for incorporation into B-2 mission plans, using celestial navigation for planning B-2 missions, computing winds and integrating them into B-2 mission plans, planning B-2 missions using standard B-2 air refueling procedures, and planning B-2 missions utilizing effective airspeed and weather forecasts, * must be able to assist in design and testing of the B-2 MPE (functionality test, FQT, hardware & software acceptance test, etc.), * must be able to evaluate Formal Qualification Test (FQT) procedures, * must be able to implement computer quality assurance programs, * must be able to assist in production, validation, and distribution of USSTRATCOM missions, tests and databases, * must be able to oversee configuration management of databases, libraries and documentation, * must be able to develop or enhance existing training materials, * must be able to provide on-the-job B-2 mission planning training to designated personnel as required, * must be able to deploy to support worldwide operations (deployments) for peacetime, wartime, and MOOTW (military operations other than war) operations, * must be experienced in performing other similar/related duties including, but not limited to, limited B-2 MPE troubleshooting, Data Distribution System (DDS) assistance/duties, COMSEC Custodian duties, and Mission Planning Communications Network (MCN) System operation. The cadre performing B-2 mission planning intelligence: * must all be clearable to Top Secret/SCI/SIOP/ESI/SAR/NATO, * must be experienced in providing architecture, maintenance, and management of the B-2 Combat Intelligence Network (CIN) and Wing Intelligence Center (WIC) which includes the Combat Intelligence System (CIS), Tactical Theater Battle Management Control System (TBMCS), Joint Deployable Intelligence Support System (JDISS), Automatic Associator and Security Internet Protocol Network (SIPRNET) Local Area Network (LAN), Raindrop, Tactical Intelligence Broadcast System (TIBs), Generic Area Limitation Environment (GALE Lite), Order of Battle Management Tool (OBMT), and PCI3, * must be experienced in performing system administration, mission planning intelligence data processing, ensuring CIN connectivity, and conducting configuration management of intelligence databases and documentation, * must be experienced in providing training to mission planning and intelligence personnel on CIN system operation, production, validation and distribution of USSTRATCOM and ACC missions and databases, * certified Microsoft and UNIX based systems network engineers, * experienced in using PFPS and the CMF (Combat Mission Folder) Tool, * must be experienced in providing training to intelligence personnel on technical B-2 mission planning considerations, and possess fundamental intelligence skills, * must serve the intelligence flight commander as advisors and special project leads for intelligence issues for the 509 BW Commander, * must be able to deploy to support worldwide operations (deployments) for peacetime, wartime, and MOOTW operations, * experience in briefing and public speaking. The cadre will provide basic on-call telephonic B-2 MPS support for Offutt AFB, NE, and Eglin AFB, FL, with trips by the on-site representatives at Whiteman AFB, MO to Offutt and Eglin AFBs as required. Personnel may be required for short periods on-site at Offutt AFB, NE, and Eglin AFB, FL, to support peak operation times. The cadre will be required to deploy with the units to both CONUS and overseas (OCONUS) locations upon notification by the 509 Bomb Wing Commander or his/her designated representative. For OCONUS deployments Contractor personnel may be required to accompany Government deployed personnel on Government transportation. Deployments will also require the cadre to pack/unpack the B-2 MPE and move it to/from the staging area. In the event of an unusual surge, additional support may be required to support tasking by the 509th BW Commander or his/her designated representative. Unusual surges are defined for the purpose of this Sources Sought as support for MOOTW, declared war, or other unusual situations. The planned contract requires six mission planners and three mission planning intelligence personnel for the 509th OSS, and one mission planner for the 72nd TES. In addition, the contractor will maintain in reserve a minimum of three fully trained personnel (at least two mission planners and one mission planning intelligence personnel) able to deploy within two days notice to Whiteman AFB to handle surge or emergency situations. All thirteen personnel must be fully cleared and meet the requirements detailed above. All positions at the 509th OSS and 72nd TES are full time. A contract is planned for CY03. The contract, if awarded, is planned to be a one year contract with four additional one year options. Interested companies should submit a qualification package to the contracting officer named above NLT COB 9 Mar 03. If awarded the contract, the contractor should be prepared to begin work at Whiteman AFB on 16 July 2003 with no negative impact to 509th OSS, 72nd TES, Offutt AFB, and Eglin AFB operations. The qualification package should be a maximum of 10 pages, single sided, and use a typeface no smaller than 10 points. The package should outline the following: a. Experience and familiarity with the B-2 MPE; b. Experience and familiarity with the B-2 weapon system; c. Experience and familiarity with B-2 intelligence systems; d. System administration experience with UNIX based client-server SUN systems; e. Proven capabilities in development and test; f. Experience and familiarity with handling, storing and processing classified information via current US Secret facility clearance (see provisions of DOD-5220.2-M, DOD-5220.22-R); g. Experience and familiarity with configuration management of Sybase and UNIX databases, libraries and documentation; f. Sufficient personnel meeting all of the above requirements who are fully clearable. Resumes are not requested at this time.
