Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to issue Request for Proposal (RFP) No. N66001-03-R-5021 for network engineering services in support of various specialized information systems and network technology programs. The work to be performed and programs supported relates to network and information systems utilized for the exchange of information within and among ships, aircraft, and shore facilities. Planned or future systems/programs in development to be supported include Electronic Key Management System (EKMS) and Network Warfare Simulation (NETWARS). Existing systems/programs to be supported include C4I Systems Development and Support, Network Administration, Local Area Network (LAN) design, integration and installation, and fiber optic communication systems. Additional systems/programs to be supported include: Next Generation Local Area Network (NEXLAN); Information Exchange Requirements (IER); Headquarters 21 (HQ21); Defense Red Switch Network (DRSN); Scientific and Technical (S&T) Network; USCINCPAC Command and Control Support System (C2S2); Naval European Meteorology and Oceanography Center (NEMOC) Systems; Command Center Improvement Program (CCIP); Coalition Wide Area Network (CWAN); Global Information Grid (GIG); Commanders Secure Network (CSN); CINC 21 ATD; A2FE Standard Missile Production; SM-3 Missile Production; Conventional Fuze Program; Wireless Mobile Networking; and, Voice Over IP. The support services will include providing systems engineering, technical and non-integrated installation support for various ashore and afloat communication and information systems. The estimated level of effort is 334,640 hours for the entire performance period that will consist of a one-year base period with four one-year options for a total of five years. This is a full and open competitive procurement to be awarded on a multiple award basis. Indefinite delivery, indefinite quantity contracts will be issued as a result of the solicitation with a cost plus fixed fee pricing arrangement. Large businesses are encouraged to form joint ventures with small businesses. The applicable NAICS is 541330. The estimated release date for the solicitation is on or about 29 Feb 2003 and responses must be submitted no later than 30 days after release. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at http://e-commerce.spawar.navy.mil under SSC San Diego "Open Solicitations". Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
