Description
This is a REQUEST FOR COMMENT ON A DRAFT PERFORMANCE WORK STATEMENT. A cost comparison study is being conducted of the National Logistic Support Center located in Kansas City, Missouri. It is a component of the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NOAA Finance and Administration (NFA), Central Administrative Support Center (CASC). The NLSC is an entirely reimbursable cost center. It is funded through Memorandums of Understanding (MOUs) or Intra-Agency Agreements with its Customer organizations. Currently, NLSC has six Customers; four are NOAA entities: National Weather Service (NWS), NOAA Finance and Administration (NFA), the National Marine Fisheries Service (NMFS), and the National Ocean Service (NOS). The other two are the Animal, Plant, and Health Inspection Service (APHIS) of the U. S. Department of Agriculture (USDA) and the Global Learning and Observations to Benefit the Earth (GLOBE) Program under the National Aeronautics and Space Administration (NASA). The release of this draft PWS is the first step to meet the requirements. Prior to DOC/NOAA undertaking the full acquisition process, we intend to determine if our needs can be met as presented below. Firms who believe they can meet our needs are requested to respond to this Request for Comments (RFC). Comments should address the PWS and each functional area. Your response to the PWS should coincide with the numbering identifiable to the paragraph numbering contained below. Comments will only be used to determine if we should proceed with a procurement action and for the refinement of current draft specification. The Government shall not pay for any information, literature, demonstration, etc., provided to the Government as a result of this RFC. In order for your response to receive full consideration, it should be received by March 7, 2003. Responses must be submitted electronically, and to the attention of Joel Perlroth, Contracting Officer and Patsy Ybarra, Contract Specialist. Based on industry comments, it is the Governments intent to update the PWS over the next two (2) to three (3) weeks. Please note that all future updates to the PWS will only be posted at http://www.rdc.noaa.gov/~casc/directors/pws.htm. Although the system prompts you for a PWS general user id, there is NO PASSWORD necessary for complete access to the web site.
