Description
17. The U. S. Coast Guard intends to solicit, negotiate, and award Basic Ordering Agreements (BOA) to firms that have an Operations Center in District Fourteen (Hawaii, American Samoa, Guam and the Marinas Islands). Services provided by BOA firms are on an on-call basis. The Coast Guard will only award BOAs to firms that have an Operations Center in the District for which they are applying. Firms having Operations Centers in more than one District may be awarded a separate BOA for each District. The Operations Centers must have the services, materials, and equipment to contain, cleanup, and/or mitigate the harmful effects of oil and hazardous substance spills on or in waters subject to the jurisdiction of the United States, as well as the bottoms and adjoining shorelines of such waters. Miscellaneous incidental services include disposal of oil and hazardous substances, helicopter overflights and lifts, trucking and hauling, and diving and salvage. No telephone inquiries will be accepted. It is anticipated that multiple awards of Basic Ordering Agreements (BOAs) will be made to responsible offerors submitting acceptable offers in response to the solicitation. Awards may be made to both large and small businesses. All responsible contractors may submit an offer, which shall be considered by the agency. Current BOA Contractors for the Fourteenth Coast Guard District do not need to respond to this synopsis. The solicitation will be issued electronically and posted to this site: www.eps.gov on 24 February 2003. The solicitation closes 27 March 2003. No hard copies of solicitations will be available. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receiving financing. The maximum line of credit is $500,000.00.
