- REQUEST FOR INFORMATION The Department of Commerce, National Oceanic & Atmospheric Administration (NOAA) intends to procure privatization and outsourcing support services for the National Geodetic Survey (NGS). The purpose of the procurement is to obtain expertise and support for commercial activity cost comparisons to be conducted in accordance with Office of Management and Budget (OMB) Circular A-76. The services and associated products include, but are not limited to: " Planning Phase support " Communications Plan assistance " Action Plan assistance " Acquisition Phase support " Performance Work Statement (PWS) assistance " Management Study Phase support " Quality Assurance Support Plan assistance " Independent Review support " Management Plan support " Most Efficient Organization (MEO) assistance " Independent Review Plan assistance " Source Selection Phase support " Cost Comparison assistance " Appeals Process support " Transition Phase support These services will be procured through the General Services Administration (GSA) Federal Supply Service (FSS), Multiple Award Schedule (MAS) entitled Management, Organization, and Business Improvement Services (MOBIS), Special Item Number 874-6, entitled Privatization Support Services and Documentation. Award of a single Time and Materials Order is contemplated for up to twenty four months commencing on or about March 1, 2003. The Government estimates that approximately 200 to 600 hours each month will be required to complete the work. Streamlined procedures may be possible under the provisions of OMB Circular A-76 and should be addressed. Interested firms shall provide a written response to this request no later than February 18, 2003 addressed to Mitchell J. Ross, Contracting Officer, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7604, Silver Spring, Maryland 20910. The response shall be no more than five pages and shall include the following: " Description of Firm o Summary o Primary lines of business o Ownership o Management o Location o Business Summary " Financial Capability " Banking Relationship " Accounting Practice o Key Personnel " Capacity to Perform the Work Described o Summary o Knowledge of Privatization and Outsourcing o Understanding of OMB Circular A-76 policies and procedures " Past Performance o Relevant Experience o Quality of Performance o Familiarity with NOAA o Familiarity with NGS " Price o Relevant Categories and Hourly Rates o MOBIS Contract Number " Comments The responses to this Request for Information will form the basis for further involvement in this procurement.
