Description
The U.S. Department of Commerce, NOAA has a requirement for two vessels for a time charter to support NOAA/National Marine Fisheries Service, Northeast Fisheries Science Center Atlantic Salmon research in the western Gulf of Maine. Performance period will be 15 calendar days per vessel with a start date on or about May 8 and an approximate end date of June 13, 2003 and an option for ten additional days per vessel. Vessels shall conduct pair trawling operations to capture Atlantic salmon postsmolts alive within the uppermost reaches of Penobscot Bay eastward to the Hague Line and from Penobscot Bay southward to Saco Bay. The point of mobilization and demob will be at a mutually agreed upon location between Woods Hole, MA and Bar Harbor, ME. Charter vessel must meet all requirements found in applicable sections of CFR, Title 46, part 28 and U.S. Coast Guard regulatory requirements. The vessel must include crew and be capable of sufficient size, range, and endurance to conduct operations safely and sufficiently for minimum endurance period of 15 days and minimum range of 1,200 nautical miles. The vessel must also be capable of maintaining a transit speed greater than 9 knots and maintaining reduced speeds of 1.5 to 2.0 knots in moderate weather conditions at any heading. Additional vessel specifications and work to be performed shall be in accordance with detailed statement of work to be provided. This award is intended for award under simplified acquisition procedures and is 100% set-aside for small business. All responsible sources may submit a quote to be considered by the agency. Copies of the solicitation will only be posted on FEDBIZOPPS on or about 2/14/2003. Telephone requests will not be honored. The government intends to conduct an on-line competitive best value reverse auction to be facilitated by a third-party reverse action provider, FedBid.com. FedBid.com has developed an on-line, anonymous browser based application to conduct the reverse auction. The best value to the Government will be evaluated using price and other factors and will ultimately be determined offline. Participants will submit a series of quotes that descend in price during the specified period of time. All responsible small business sources may submit a quote/offer to the U.S. Dept. of Commerce using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data, or make an offer on line for this requirement. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. The Government is taking this action in an effort to improve vendor quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on 2/25/03 and end on 2/26/03.
