- Description
- The Food and Drug Administration (FDA) is seeking information in accordance with FAR Part 15.201 to identify software that will save time and effort by scanning narratives (varying between a few sentences to a few paragraphs), recognizing key words and phrases, displaying key words to the user (highlighting and extracting), and recommending corrected or preferred terms for each word or phase. The software will be used for the Center for Food Safety and Applied Nutrition?s (CFSAN) Adverse Event Reporting System (CAERS) a passive, post-marketing surveillance system that brings together all adverse event reports and consumer complaints concerning CFSAN monitored products into one database. Previously, these reports are received and stored among various offices with no way of compiling comprehensive reports. The goal is to have a single repository for adverse event reports and consumer complaints concerning CFSAN monitored products so that trends and unusual occurrences can be recognized among the thousands of reports received. The ability to create reports using any criteria based on the recorded data fields within a very short period of time is required. All of this requires that data is received and entered properly. Data will be entered by data entry personnel. This includes the recognition of key symptoms and descriptions so that the information is entered in a complete and standardized manner for easy retrieval and analysis later. Since the reports that come to CAERS number in the thousands, having a tool for keyword extraction would theoretically simplify data entry, make it more cost effective, and increase accuracy. The software shall be compatible with Oracle Data Base (DB) and Thesaurus Management System (TMS), use Medical Dictionary for Regulatory Activity (MedDRA) with regular updates, suggest terms (fuzzy searches), provide key word extraction function, be able to support user created synonym tables, retrieve hierarchy, have and open source code, be easily and regularly updated, and have simplified Graphic User Interaction (GUI). The FDA is requesting information on past performance, related products, customer/product support, management of integration and fine tuning products, contract types, troubleshooting, product specification and system requirements. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited.
