Description
WY PRA-GRTE 13(1), 13(5), 13(6), NORTH PARK ROAD (Phase 1), (Lizard Creek), and (Lakeshore), Grand Teton National Park, Teton County, Wyoming. The solicitation will be issued under Federal Acquisition Regulations (FAR) Part 15 - Contracting by Negotiation. The Government will award a firm-fixed price contract to the responsible proposer whose offer, conforming to the Request for Proposal (RFP), will be the Best Value to the Government, price, and other factors considered. BY ISSUE OF THIS MODIFICATION WE ANNOUNCE THIS PROJECT WILL BE BID WITH A BASE SCHEDULE AND THREE OPTIONS (A/B/C). The Base Schedule contains 12 km of work; Option A contains an additional 2.5 km of work. BASE SCHEDULE AND OPTION "A" WORK INCLUDES: 14.5 km grading, drainage, base, and paving. The project consists of construction survey & staking; contractor sampling & testing; contractor quality control; contractor testing; construction schedules; blasting consultant; shoring & bracing; miscellaneous traffic control devices; alteration of bridge; 5,210 m silt fence; 210 m temporary culvert pipe; 1,190 ea sandbags; 2,200 sq m plastic lining; 350 m diversion channel; 24,000 cu m watering for dust control; 6 ha clearing & grubbing; removal of the following: 2 ea wood gate, 4 ea stone masonry headwall, 1 ea inlet, 32 ea pipe culvert, 7 ea timber wheelstop, 24 ea stockpiling of sign, 2 ea concrete pad, 1,770 m asphalt curb, 890 m concrete curb, and 57,940 sq m asphalt pavement; 18,480 cu m roadway excavation; 380 cu m subexcavation; 760 t select borrow; 490 sq m earthwork geotextile; 1,470 sq m geogrid; 4,920 sq m roadway obliteration; 50 cu m riprap; 30,250 t untreated aggregate courses; 2.6 km dust palliative; 35 t magnesium chloride; 1.24 ha preparation of stockpile site and staging area; 340 t minor crushed aggregate; 14,040 t emulsified asphalt treated base course; 1,190 sq m recycled aggregate course; 25,950 t hot asphalt concrete pavement; 327 t minor hot asphalt concrete; 38 t asphalt tack coat; 460 sq m asphalt pavement milling; 89,240 sq m continuous cold recycled asphalt base course; 604 m pipe culvert; 48 ea end sections; 2 ea remove and reinstall culvert end section; 5 ea inlet; 430 m standard underdrain system; 65 sq m geocomposite sheet drain system; 22 m collector pipe; 20 m outlet pipe; 3 ea cleaning culverts in place; 384 m asphalt concrete curb; 2 ea double tubular steel gate; 17 ea remove and reset stone masonry headwall; 8.65 ha topsoil; 8.95 ha seeding and mulching; 29 sq m sign installation; 8 ea object markers; 28 ea remove and reset signs; 490 ea snowpole holder; 87,370 m permanent pavement markings; 225 days traffic & safety supervisor; 7,800 flagger hrs; 1,800 pilot car hrs; 10,608 m PVC conduit; 1 ea alteration of box culvert; and other smaller items of work. Project is located approximately 67 km north of Jackson, Wyoming. OPTION "B" WORK is located approximately 40 km north of Jackson, Wyoming and includes 22 km of asphalt pavement grinding and asphalt resurfacing, minor subexcavation, and permanent pavement markings. OPTION "C" WORK INCLUDES: Installation of 5,200 meters of 100 millimeter utility conduit and 5,200 meters of 50 millimeter utility conduit. Work shall be completed by NOVEMBER 15, 2004. Estimated price (Base and three options) range is between $5,000,000 and $10,000,000. PRELIMINARY PLANS WILL BE ISSUED IN ELECTRONIC FORMAT ONLY and will be available for download some time after MARCH 20, 2003, by accessing FedBizOpps at http://www1.eps.gov/spg/DOT/FHWA/WFL/postdate_1.html and selecting the above project number and title. When solicitation documents are issued, the request for proposal (specifications) and bidder's packet will also be in electronic format only at the above site. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT, offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
