Description
The Federal Railroad Administration (FRA) intends to enter into a contract on a sole source basis with BNSF Railroad, to design, develop and deliver course work for hands-on training that would provide approximately120 Safety Inspectors (at approximately 20 per training session for a total of 6 sessions) with a fundamental knowledge and skills necessary to perform comprehensive inspections of train crew compliance with the railroad codes of operating rules. This training would be a follow-up to internal training that was based on a comprehensive examination of 80 questions purchased from BNSF in FY 2002, and would apply the 80-question examination as course lessons that would encompass and contrast the four major codes of operating rules used in the United States. In addition, BNSF offers classroom facilities which meet the following criteria required by FRA as part of the subject training requirements: (1) It must have a stepped seating arrangement which will permit all students open viewing of the instructor; (2) It must have overhead projection surround audio, and the capability of being a full two-way virtual video classroom; (3) It must enable students to have a full view of both the graphic route illustrations; and the consequences of control manipulations in terms of their effect on train speed, braking capacity, and in-train force levels throughout the train; and (4) Each student?s workspace must allow for computer hook-ups (power and internet high speed broad band connection with LAN/WAN). The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, ?Only One Responsible Source.? This task is NOT a competitive solicitation and a competitive solicitation is NOT available.
