- Description
- The Federal Railroad Administration (FRA) seeks to purchase a subscription service for a computer CD-ROM based program that would include Federal railroad safety laws and regulations (including hazardous materials laws and regulations), and all supporting documents including internal compliance manuals, technical bulletins, letters of interpretation or clarification, judicial rulings, etc. Because Federal railroad safety regulatory requirements interact with those of other regulatory agencies, the program FRA subscribes to must include those regulations (Titles 29 and 40 of the Code of Federal Regulations), in addition to Title 49 of the Code of Federal Regulations. The program must include an unlimited user license for internal FRA use, including participating state safety inspection programs, that will enable immediate access to any such regulatory information that exists in the public domain. The program will have an infobase or equivalent search/query capability, which will further permit FRA to fulfill a major internal and external customer service initiative, as it will offer users the ability to retrieve and manipulate information to fit their exact needs. Additional information for this requirement shall be included in a solicitation to be issued contingent upon availability of funds for this fiscal year. Additionally, FRA will reserve the right to exercise up to an additional four option years contingent upon availability of funds.
