Description
The 377th Contracting Squadron/LGCM intends to award a sole source contract to Honeywell, Inc. for onsite HVAC maintenance at Kirtland AFB, NM. Currently, Honeywell Inc, is responsible for HVAC maintenance in approximately 144 buildings under Kirtland?s Energy Saving Performance Contract (ESPC), contract No.F29650-99-D-0001, which is available for review from the Kirtland AFB Contracting Flight, 377 CONS/LGCM, at (505) 846-5705. Under the ESPC contract, Honeywell provides capital improvement to: (a) perform energy audits of selected facilities for energy retrofit opportunities; (b) prepare and present to the government for approval a proposal for implementation of a financially viable energy conservation project (ECP); (c) design and install the ECP equipment; and (d) maintain the ECP equipment they install and any HVAC equipment that existed at award for the life of the contract. Payment to Honeywell is based on the energy savings realized during the course of the contract. These payments cover the cost of the ECPs and also include anticipated maintenance cost for the existing equipment. Funds for contract payments are taken from Kirtland?s utility budget. If these savings are not realized, the government may reduce the payment to Honeywell by an amount not to exceed the savings shortfall. In addition to the energy savings Honeywell is also responsible for maintaining the buildings at a certain temperature. To ensure the savings are realized and that the temperatures are maintained in accordance with the contract it is imperative that the HVAC equipment be continually maintained for optimum performance. Since the award of the ESPC, the Air Force's ongoing construction and modernization program for the aging facilities on the base have added, deleted, or modified the HVAC equipment in ESPC facilities that Honeywell is responsible for. Although these changes are allowed under the basic ESPC contract, paragraph C.13, the ESPC contract does not require Honeywell to repair and maintain the new equipment added by the government and does not allow for O&M funds to be added to cover the maintenance cost of any new equipment installed by these projects. The maintenance and repair service for the HVAC equipment added by the government since ESPC award shall consist of the following requirements: ? The existing single point of service, the Civil Engineering service call desk, shall be the initiation point for all service calls. The service call desk is operated by Chugach Management Services, Joint Venture (CMSJV). CMSJV also provides civil engineer services to Kirtland AFB. Honeywell provides HVAC maintenance and repair in facilities under its contract, and the new contract would provide HVAC maintenance and repair service to any additional HVAC equipment in the ESPC facilities installed by the government. CMSJV is also responsible for ductwork and piping systems in ESPC facilities. ? The new contract shall require the use of the government work tracking computer system (currently IWIMS). ? Response time for the new contract must match the ESPC contract. At a minimum, telephone response to a service call shall be within 1 hour, and arrival on site shall be within 24 hours, or 4 hours for emergency repairs (defined as work needed to prevent damage to government facilities or equipment, work needed to prevent injury to personnel, or work needed to prevent adversely affecting the government's mission). For some facilities, the emergency repair response time is 1 hour and the repair time is not to exceed 8 hours (if 8 hours is exceeded, provision for temporary heating/cooling must be made). ? The contract will require the expertise to repair and maintain Honeywell Excel 5000 direct digital control/energy management and control system (DDC/EMCS) equipment. All DDC/EMCS software programming is done by Honeywell, and Honeywell is responsible for EMCS monitoring. Contractor must work with Honeywell for remote EMCS access. ? All maintenance and repair of equipment under this service contract shall be in accordance with manufacturer's published maintenance and repair data, and performed to a high commercial level as will be set forth in the statement of work for this contract. Equipment must be maintained at new efficiency levels so that the savings for the ESPC contract is not lost. ? No on base space will be provided as part of this contract. ? The initial contract scope will be for selected pieces of HVAC equipment in an estimated 8-12 buildings. The following are the government's concerns if this contract is not awarded to Honeywell. Any statements of capability must address these concerns: ? Award of this contract to a contractor other than Honeywell will result in 2 contractors having maintenance and repair responsibility for the HVAC equipment in a single facility. To meet required response and repair times, both contractors may have to respond to service calls, although in general only a single contractor will ultimately have to make repairs. This dual response will increase cost to the government. ? Because another contractor?s failure to maintain HVAC equipment could adversely effect energy savings in covered facilities, award of this contract to a contractor other than Honeywell may limit or eliminate the government's ability to enforce performance provisions of the Honeywell contract, specifically reduction in payment to Honeywell if energy savings are not achieved. This Notice of Intent is NOT a request for competitive proposals; however, interested persons may identify their interest and capability to meet this requirement. Responses are due by 10 March 2003 and shall be submitted to 377 CONS/LGCM, 2000 Wyoming SE, Kirtland AFB, NM.
