Wolfe Ave., Edwards AFB, CA 93524 SUBJECT: IBM T30 Laptops, hard drives and batteries PR: F3XCAI30080100 DUE: February 18, 2003 POC: Shaundrica Close 661-277-1814 (Fax) DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This acquisition is unrestricted. The associated standard industrial classification code is 3571. The associated NAICS code is 334111. The acquisition is as follows: 20 Thinkpad T30 P4M-1.8 40GB 256MB W2K 14-XGA 8X-DVD 56K, IBM part number 236441U, 3 40 GB Ultra ATA-100 EIDE 5400 RPM, IBM part number 08K9816, 5 Primarily lithium ion battery for Thinkpad T30 series, IBM part number 02K7050, 26 Thinkpad ultrabay floppy disk drive F/2655 2647 2631, IBM part # 08K9603 The product descriptions provided above are meant to show the Government?s minimum requirements. Offerors can quote with like items, but must submit evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and affect as if they were given full text. Upon request, the Contracting officer will make their full text available. (End of Provision) Provision 52.212-1, Instructions to Offerors?Commercial; clause 52.212-4, Contract Terms and Conditions?Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders?Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment; and provision 52.212-2 Evaluation?Commercial Items, the following factor shall be used to evaluate offers: technically acceptable lowest priced offer. The following DFARs clauses apply to this acquisition: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); and 252.211-7003 Brand Name or equal. All offerers must submit completed FAR clause 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Additionally all offerers must be current registrants in the Central Contractor Registration database (www.ccr.gov) Offers are due at the Air Force Flight Test Center, Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA, 93524-1185, no later than 3:00 p.m., pacific standard time, February 18, 2003.
