- STATEMENT OF WORK Oklahoma City Air Logistics Center (OC-ALC) Interaction of Plating Procedures, Pollution Prevention and the Environment 27 Jan 2003 1.0 INTRODUCTION Oklahoma Air Logistics Center (OC-ALC) located on Tinker Air Force Base, Oklahoma is obligated to provide pollution prevention training to personnel in maintenance and industrial shops that use hazardous material and/or generate hazardous waste in order to minimize the amounts used and waste generated. Production of pollutants contributes to an increased risk to human health and the environment. It also contributes to higher overall production costs. Air Force Material Command and OC-ALC have long-standing goals of continual improvement through the reduction of pollutants while maintaining compliance with all environmental mandates and industrial/maintenance specifications. Training tailored to a specific industrial skill is preferred, and provides a more effective and long lasting training experience. 2.0 SCOPE OC-ALC intends to provide specific and tailored pollution prevention training to those personnel in the shops that accomplish electroplating. This training will be accomplished on-site at Tinker AFB and take less than one week to complete. The training is expected to take place in a government-provided classroom with visits to the electroplating line as the instructor and curriculum see fit. The training is to be highly specialized and tailored to the specific electroplating processes used by OC-ALC. The students are highly skilled technicians with years of experience. The instructor shall have a similar level of experience (minimum of 15 years) with electroplating and teaching electroplating techniques. 3.0 TASKS 3.1 Pre-Training Visit The contractor shall visit the OC-ALC Tinker AFB plating facilities approximately four weeks prior to the actual classroom-training program. The purpose of this visit will be to inspect the plating and waste treatment facilities and to obtain information for designing and preparing the actual training program. The inspection visit will take approximately one day. 3.2 Training Materials Training materials will be supplied to all participants. The material will be based on established and proven curriculum as appropriate for OC-ALC Tinker AFB plating facilities and on materials prepared specifically for this program. All materials are to be professionally prepared and should be suitable for use as reference after completion of the training program. Materials for 25 students and two copies for the Technical Points of Contact should be supplied. An electronic copy of all training materials shall be supplied. The training should be aimed at the ?gpractical?h aspects of metal finishing and should encourage student participation. 3.3 Program Set-Up The training should consist of 24 hours of instruction delivered over three days. Classes should begin at approximately 0800 hours and finish at approximately 1700 hours daily. Student progress will be measured by written exercises and short quizzes. Each student completing the program shall receive a Certificate of Completion. 3.4 Skills Assessment The contractor shall deliver the final skills assessment questionnaire during the pre-site visit. The information obtained from this questionnaire will be used to help design the various sessions and topics to better meet the training needs of the individuals in the program. The first site visit will be to conduct a pre-training assessment. The second site visit will be to conduct the training.
