- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number F16AGS23450400 is issued as a Request for Quotation (RFQ), under the simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2001-09. The NAICS Code is 334511. Size standard is: 750. The solicitation is 100% Set-Aside for Small Businesses. The referenced NAICS code is exempt from the Small Business Manufacturer Rule. The contractor shall provide the following item: One (1) each Radiometric Thermal Imaging System; for use in condition monitoring and predictive maintenance. Detection Range: Long Wave IR - (7.5 - 13 microns), Measurement Range: 0 - 500 degrees Centigrade, Thermal Sensitivity NETD: <0.1 C @ STP, Measurement Accuracy: + or - 2 C or 2%, Detector: Uncooled 320x240 (Preferred) resolution (detector elements), 14 bit dynamic range (analog to digital conversion)DESIRED, Display: Both LCD and Viewfinder, Instrument Operating Parameters: Temperature - minus 10 to 45 degrees Centigrade, Shock Resilience - 25G in accordance with IEC 68-2-29, Vibration Resilience - 2G in accordance with IEC 68-2-6, Enclosure: meets IP54 in accordance with IEC 529, Instrument Weight: < 2Kg,Rugged Carrying/Shipping case, One (1) each Reporting software equivalent to Thermoteknix "Thermonitor IR Reporter",Allows image analysis, reporting and record keeping. Importable/readable in Microsoft Office software. INDIGO TVS-700 Advanced Uncooled Radiometric IR Camera System with Standard Delivery Configuration Or Equal. Offerors shall provide a brand name or equal, offerors providing an or equal product shall provide specification sheets or product literature for evaluation by selected electro environmental technicians. They will evaluate the proposals not only on system performance, but reliability, ease of use, and sustainment of vendor support thru surveys. Items are to be delivered FOB destination to 16 AMXS, Hurlburt Field, FL 32544 for inspection and acceptance by an authorized government official. The provision at 52.212-1, Instruction to Offerors?Commercial, applies to this acquisition and includes the following addenda: (1) Add the following paragraph: (b) (12), Each offeror shall submit their signed and dated offer (signed by an official authorized to bind your organization in a contract) in one original and one copy to 16th Contracting Squadron, Attn: Don Bailey, P.O. Box 9190, 350 Tully Street, Hurlburt Field, FL 32544. Proposals are due on 18 Feb 2003 at 4:00PM Central time and must reference the proposal number on the outside of your package for identification purposes. ***Faxed or e-mailed proposals will not be accepted.*** The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. The significant evaluation factors will be based upon technical acceptability of the minimum characteristics and price related factors, when combined are equal. Proposals shall be accompanied by completed representations and certifications found in FAR Clause 52.212-3, Offeror Representations and Certifications?Commercial Items, available at web site http://farsite.hill.af.mil/. The clause 52.212-4, Contract Terms and Conditions?Commercial Items, and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The clause at 52.212-6, Brand Name or Equal is included by reference and will apply to this acquisition. Defense FAR Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read: 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program.
