NA 1. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotations are bei ng requested and a written solicitation will not be issued. Solicitation No. DAAH01-03-R-R006 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circul ar 97-26. CLIN 0001 will be issued for one (1) lot consisting of two (2) camera systems - The FIRST CAMERA SYSTEM will consist of one each Photron Super 10K Model: 3071-0300. The specifications for this model are: Detector: CMOS, Monochrome; Record Rat es: 60, 125, 250, 500, 1000, 2000; Programmable aspect ratio and pixel array. Memory Minimum: One (1) second at 1000 fps and lower, two (2) second at 2000 fps and higher, expandable to three (3) second and six (6) second respectively. Shutter Speed: P rogrammable; External Trigger: Programmable from 0% to 100% pre-trigger/post-trigger imaging; Video Output: RS-170, NTSC; IEEE 1394 Firewire; PC Control: Windows 98SE/ME/2000 via RS-422; Local Control: Remote Keypad with LCD Display. Includes camera, controller, power supply, control software and six (6) meter cable. The SECOND CAMERA SYSTEM will consist of 1 each Photron Ultima 1024 Model: 3130-0400. The specifications for this model are: First level Memory expansion to allow two (2) second at 100 0 fps, model 3380-0000; Detector: CMOS, Monochrome; Record Rates: 60, 125, 250, 500, 1000, 2000; Programmable aspect ratio and pixel array. Resolution: 1024 x 1024 pixels at 500 fps and lower. 1024 x 512 pixels at 1000 fps; 256 x 32 at 16,000 fps; Col or Resolution: 24 bits; Memory: One (1) second at 1000 fps and lower, two (2) second at 2000 fps and higher, expandable to three (3) second and six (6) second respectively. Shutter Speed: Programmable to 7.8 microseconds. External Trigger: Programmable from 0% to 100% pre-trigger/post-trigger imaging; Video Output: RS-170, NTSC or PAL; IEEE 1394 Firewire; PC Control: Windows 98SE/ME/2000 via RS-422; Local Control: Remote Keypad with LCD Display; First level Memory expansion to allow two (2) second at 1000 fps and lower, four (4) second at **Irig time/frame sync Module 2200-9000. Both Cameras delivered in a case suitable for shipping without additional packaging. Ultima 1024 case model number: M-C-1024. Super 10K case model number: M-C-10K. Cases delivered with built-in pull handle and wheels. The requested delivery date shall be March 31, 2003. Inspection/Acceptance/FOB will be destination. The place of delivery is RASA Central Receiving, Building 8022, Redstone Arsenal, Alabama. All responsi ble sources may submit an offer, which shall be considered by the Agency. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources. Anticipated award will be on a sole source b asis to Motion Capture Technologies, 3318 Montanya View, Valdese, NC 28690. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Fed eral Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the anticipated award. Provision 52.212-1, Instructions to Offerors ? Commercial; Clause 52.212-3, Offer Representations and Certifications ? Commercial Items; Clause 52 .212-4, Contract Terms and Conditions ? Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, are applicable to this acquisition. Offer is due not later than 3:00 p.m., Central Time, February 14, 2003, in the contracting office, Building 5400, Room B145, Redstone Arsenal, Alabama 35898-5250. Electronic quotes/offers will be ac ceptable. Quotes/offers received after the specified due date will not be considered for award.
