- NA Point of Contact will be Ronald Hansen, Contract Price/Cost Analyst, 871-886-1083. The U.S. Army Corps of Engineers, Fort Worth District is seeking to identify potential small business sources for a Fixed Price ID/IQ contract for Environmental Compliance A ssessment System (ECAS) Services. THIS IS NOT A PRE-SOLICITATION NOTICE. THE PURPOSE OF THIS SOURCES SOUGHT IS TO DETERMINE THE SET-ASIDE STATUS OF AN UPCOMING SOLICITATION. This contract work primarily requires conducting Environmental Compliance Assessme nt System (ECAS) assessments for Army National Guard (ARNG) facilities and National Oceanic and Atmospheric Administration (NOAA) Environmental Compliance and Safety System (NECSAS) assessments throughout the United States. Personnel are required to be hi ghly skilled in the acquisition of/interpretation of Environmental and Safety regulations required by Federal, State and local government agencies; updating existing compliance protocol manuals; inspecting facilities; determining facility compliance; deter mining root causes of noncompliance findings, and recording findings in specialized ARNG (WINCASS) and NOAA (Assessment Manager) software. Contractor must be able to field large assessment teams (up to 30 persons) for up to 3 weeks at a time for a given a ssessment. In the process of doing this work, Expertise must be experienced in the environmental business practices of Army National Guard and NOAA at the facilities to be assessed. Contractor expertise must be technically skilled and experienced in train ing ARNG and NOAA personnel in ECAS/NECSAS procedures. Contractor must be familiar with past developments and changes in software to update/transition personnel from using old techniques to the latest developments. Contractor must be sufficiently skilled to provide feedback to software developers to update/modernize assessment software. Contractor must have diversely skilled expertise to prepare for and conduct ECAS/NECSAS work involving many environmental laws, statues, and regulations, including but not limited to: the Clean Air Act, Clean Water Act, Federal Insecticide, Fungicide, and Rodenticide Act, Endangered Species Act Comprehensive Environmental Responsibility, Compensation and Liability Act, National Historic Preservation Act, National Environme ntal Policy Act, Occupational Safety and Health Act, Resource Conservation and Recovery Act, Superfund Amendments and Reauthorization Act, Toxic Substances Control Act, Noise Control Act, Asbestos Hazardous Emergency Response Act, and Executive Orders invo lving the environment or health/safety. Contractor shall also be sufficiently skilled to perform follow-up related ECAS/NECSAS work. In addition, other non-remediation environmental work/studies may be required under this contract scope. The work site may be at any location within the United States or its Trust Territories. The North American Industrial Classification System (NAICS) Code applicable to these projects is 541710, Research and Development in the Physical, Engineering, and Life Sciences. The pr oposed contract will be a firm, fixed-priced indefinite-delivery contract, which will consist of a one-year base period with four one-year renewal option periods.
