- Description
- Request for Proposal (RFP) Commercial Item Contract, NAICS 235990, Size Standard $12M. THIS SOLICITATION WILL BE ISSUED ON AN UNRESTRICTED BASIS. The contractor shall provide all management, labor, incidental engineering, travel, transportation, equipment, materials, and supervision necessary to perform fencing maintenance, repair, and installation services, at various locations in Arizona, California, and Nevada. However, it is anticipated that the majority of the work will be performed in California. Types of services required under this contract include, but is not limited to: (a) complete and partial fence installation; (b) installation of fence and security components; (c) repair and maintenance of fencing; (d) fence and component removal; (e) grounds clearing and grubbing; and (f) tree and shrub removal. Fencing types include chain link, ornamental steel, and wood. The services are divided into four contract regions (San Diego Metro Area, Valley Area, Central Area, and Northern Area). This procurement consists of one solicitation with a potential for multiple award IDIQ contracts with separate prices for the four (4) contract regions. The Government intends to award 4 to 8 contracts; however, reserves the right to award more or less contracts under this solicitation based on best value to the Government. Each contract will provide for one 12-month base period, with the Government having the option to renew for four 12-month option periods, and five 12-month award-option incentive periods. Award-option is a performance incentive that rewards high-level Contractor performance with additional option periods to the contract. Award-options are exercisable unilaterally by the Government. Successful offerors will receive a one-time minimum guarantee of $1,000.00. The contract(s) will be solicited using the lowest price technically acceptable source selection process. Interested firms are expected to review the RFP and provide proposed prices for the Schedule of Services and proposal information requested to evaluate their technical and past performance factors and subfactors. Both a technical and price proposal must be submitted in accordance with the instructions set forth in the solicitation. Technical proposals will be evaluated on past performance and technical capability, which consist of two subfactors: quality control and experience. The Government intends to evaluate proposals and award a contract(s) without discussions with offerors. Therefore, each initial offer should contain the offeror?s best terms from a price, past performance, and technical standpoint. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil -- hard copies (paper sets) or CD-ROM of the RFP will not be provided by the Government. Telephone and facsimile request will not be accepted. The official planholder's list will be maintained on, and may be printed from, the website. All prospective offerors and planrooms are required to register as planholders on the website. Notification of any changes (amendments) to the solicitation will be made only on the Internet, so it is the sole responsibility of the offeror to continually access the website for any changes. A pre-proposal conference will be scheduled at a later date. Time, place, and registration information for a pre-proposal conference will be disseminated at a later date. There is NO site visit scheduled for this project. Note: All Contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a DoD contract.
