Description
This solicitation is for the LCS Flight 0 Preliminary Design. The LCS is a member of the Family of Ships and is the Navy?s newest surface combatant. The LCS requirement has been identified as part of a broader surface combatant force transformation strategy. Focused missions for the ship are those that ensure and enhance friendly force access to littoral areas. Focused missions include: Mine Warfare (MIW); Littoral Surface Warfare (SUW) against small, highly armed boats and Littoral Anti-Submarine Warfare (ASW). Inherent capabilities include: Joint Littoral Mobility; Intelligence, Surveillance and Reconnaissance (ISR); Special Operation Forces (SOF) support; Maritime Interdiction/Interception Operations (MIO); Home-Land Defense (HLD) and Anti-Terrorism/Force Protection (AT/FP). The LCS program is structured in Flights. Flight 0 consists of two platforms scheduled to be gin production in FY05 and FY06. Flight 1 will consist of multiple platforms notionally planned to begin construction in FY08. Flight 0 will be executed in two phases. In Phase I, the Naval Sea Systems Command (NAVSEA) intends to award up to three (3) firm-fixed price contract(s) (up to $10M each) for Preliminary Design of LCS Flight 0 (seven month Period of Performance). The Phase I contract(s) will contain options for Phase II. During Phase I, the Contractors participating in Preliminary Design will submit proposals for Phase II, which consists of Final Systems Design and Detail Design and Construction. One or two Contractors will be selected to continue into Phase II. Phase II is for completion of Final Systems Design and Detail Design and Construction of LCS Flight 0 Ships. NAVSEA expects to issue a solicitation for Flight 0 in late February 2003 with award expected in July 2003. A draft solicitation will be issued for industry comment prior to issuance of the formal solicitation. NAVSEA will host an unclassified Industry Day scheduled for 20 February 2003 in Washington D.C.
