Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Aquired Data Solutions for implementation of an integrated engine and ECS control algorithms for a Lab View tool chain developed under Contract 68-C-03-018. Base Effort includes implementation of the tool chain identified from the previous contract for establishing communications between LabView and INCA, converting existing ECS software to LabView RT. This effort includes: abbreviated run-time dashboard, abbreviated system setup utility, data logging, alarm handling (passive), ASAP+INCA+ECU Module, Engine/Emission control and execution, and NI-DAQ interface. Option 1 includes implementation of the tool chain identified from the previous contract for Real Time Code Integration. This effort includes: abbreviated run-time dashboard, abbreviated system setup utility, data logging, alarm handling (passive), ASAP+INCA+ECU Module, Engine/Emission control and execution, NI-DAQ interface, training, and acceptance testing and rework. Option 2 includes implementation of the tool chain identified from the previous contract for an Engine Simulation in LabView RT. This effort includes: abbreviated run-time dashboard, abbreviated system setup utility, data logging, alarm handling (passive), engine simulation control, NI-DAQ interface, engine simulation execution, training, and acceptance testing and rework. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by February 25, 2003 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
