Description
This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Solicitation Notice is No. AB133F-03-RP-0039. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. NOAA'S, Northwest Fisheries Science Center (NWFSC) Montlake, as a component of the Ecosystem Management Program is developing a fish tracking and habitat utilization laboratory. This laboratory will take the form of a volume of water (5x106m3) in which fish, tagged with acoustic transmitters, will have their movements monitored with high spatial and temporal resolution. The movements of the fish, in the context of both fish-environment and fish-fish interactions, will serve as key inputs to decisions regarding the spatial characteristics of potential Marine Reserves or Marine Protected Areas (MPA'S). NWFSC requires the following acquisition line Items: (1) VEMCO Base Station 7500 - Quantity 1; (2) Pinger Locators for VR2 Receivers - 8; (3) VR2 Receiver - 8; (4) VRAP array - 6 Position Tracking Hydrophones - 6; (5) VUR Hand-held Receiver - 1; (6) VEMCO V16 Tags - W/Out Data Transmission - 25; (7) VEMCO V16 Tags w/Depth Data Transmission - 75; (8) VRAP Spares Kit- 1; (9) On Site VRAP Training. The equipment provided must meet the following minimum criteria: (1) The system shall provide access to data in near-real time. (2) The system shall have minimal impact on the environment, and communication between elements such as above-water radio telemetry. (3) The system must be able to detect movement patterns within a large volume of water. Current planned dimensions are 1000m in the North-South direction, 500m in the East-West direction and between 10m and 50m depth. Deliverables: All items shall be delivered by May 20, 2003. The Government believes VEMCO Inc. is the only available source providing equipment that meets the minimum criteria and specified delivery date listed above. Therefore, the Government intends to negotiate a sole source contract with VEMCO LTD. The proposal shall be prepared in accordance with FAR 52.212-1, Instructions to Offers - Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212.4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items is applicable. Include the additional clauses 52.203-6; 52.216-1 - Fixed Price Contract; 52.217-6 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.223-9 (Alt. 1); 52.232.34; 52.214-33 - Submission of Offers in the English Language; 52.214-34 - Submission of Offers in US Currency; CAR 1352.201-70; CAR 1352.201-71. NAICS 334513 - 500. The order must be placed by February 20, 2003 to ensure delivery by no later than May 20, 2003. Proposal from VEMCO LTD must be received no later than 2:00 PM, Pacific Time, February 20, 2003.
