Description
AFMETCAL Det 1, Heath, OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of 1 each of Argon Triple Point Cell in accordance with Purchase Description number 2M-03-MLEM-DPS-01, dated 30 Oct 2003, an Extended 5 year warranty, I/A/W warranty description AFMETCAL/ML-05 dated 24 Feb 2000, and 2 sets of data, including calibration certificates, and EFIR reports, I/A/W DD forms 1426 and 1664, and technical manuals, I/A/W TM-86-01D, all of which are available at this site. The DD1423 requirement for the tech manual is available by contacting the contract specialist. This is a combined synopsis/solicitation for items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written quotation will not be issued. All requests for written quotations SHALL be disregarded. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). This solicitation number, F33660-03-Q-0020, is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code is 334515 and the business size standard is 500 employees. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The Air Force Metrology and Calibration (AFMETCAL) program requires 1 each Argon Triple Point Cell. Scope: This purchase description describes a completely self-contained system for producing the Argon Triple Point of 83.8058 Kelvin (K) during AFPSL calibrations of PMEL Standard Platinum Resistance Thermometers (SPRTs). The Argon Triple Point will provide a NIST-traceable low fixed point temperature which the Air Force previously could not achieve and will enable the AFPSL to calibrate SPRTs over a much wider range with complete NIST traceability. Awarded items will be delivered to AFMETCAL, Transportation, Bldg 4, 813 Irving Wick Dr. W. Heath, Oh 43056-6116. Delivery shall be 180 days after date of contract. Acceptance testing will be done to ensure compliance with the purchase description. Testing will take approximately 40 days. The technical proposal will be evaluated based on paragraphs 2.0 through 2.6 and 3.0 through 3.7 of the Purchase Description to ensure that the proposal meets the Government?s minimum requirements stated in the Purchase description. Quotations must include descriptive literature of the item being proposed, and shall include a written line-by-line response to each paragraph number in the Purchase description. When the literature demonstrates that the proposed unit meets the Purchase description paragraph, state what page and paragraph it may be found on. If the literature does not describe a specific aspect of the requirement, please explain how your product meets the requirement. Each item response is to be specific and detailed enough to allow full evaluation of the equipment being offered and its capabilities. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5. The offer must: (1) be for the items described above; (2) be FOB destination; (3) include a delivery schedule and discount/payment terms; (4) be signed by an authorized representative of the company; (5) include a telephone number, and a facsimile number; (6) be registered in the CCR; (7) include their taxpayer identification number (TIN), DUNS number, and CAGE code. This will be a DO-A7 rated order. Offers are due by 28 Feb 2003, no later than 4:00pm EST to: Lisa Engle, AFMETCAL Det 1/MLK, 813 Irving Wick Drive West, Heath, OH 43056-6116. Facsimile submissions are permissible with the follow-up of an original sent by mail. Any offer or modification to an offer received after the exact time specified for receipt of offers will not be considered.
