Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation No: DABJ01-03-T-0081 is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circu lar 2001-12. This acquisition is not set-aside for small business. The NAICS Code is 721110. Small business size standard is $6 million. Requirements: Provide lodging accommodations for NSS in Carlisle PA for the period May 31 thru 6 June 2003. Wage D etermination #94-2447(Rev 21) will apply to this order. Multiple awards can be made. However you must be able to offer 50% of the quantity requested. If not submitting an offer on the entire requirement, change the quantity for items that you are offeri ng. Contractors with a proprietary interest in the premises to be leased are exempt from tax, but those contractors subcontracting to a party with a proprietary interest are not exempt from tax and should include the payment of sales tax with their offers . Prospective hotels are required to be compliant with the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391). Failure to comply with the guidelines would be sufficient to determine the offeror ineligible for award. Contractor must submit evid ence of compliance with the act or be listed on the Hotel-Motel Master list on the Internet. The offeror, by submitting an offer is certifying that the hotel/motel is physically located with a 12 mile radius of Carlisle Barracks, PA and have a minimum of a 3 star rating or equivalent. Submit evidence of this with your offer. Submit in addition to pricing information a technical proposal to include the following: (a) provide descriptive literature on your hotel to show quality of rooms that will be provi ded and location of your hotel. Rooms must be suitable for nationally distinguished civilian and military guests. The hotel property and rooms shall meet or exceed industry standards for cleanliness and d?cor. Furniture, fixtures and linens shall not be at the end of its life cycle, showing worn or shabby appearance. (b) describe security and safety provisions for the hotel guests (c) describe in-house restaurant facilities. The government cannot contract for rooms which exceed the current per diem rate for this area. Per Diem rates can be found at www.dtic.mil/perdiem. Offers received that exceed the per diem rate may be rejected and not considered for award. Item 0001--20 Single rooms, night of 31 May 2003 (to be paid by attendees); Item 0002--2 Double rooms, night of 31 May 2003 (to be paid by attendees); Item 0003--100 single rooms for the night of 1 June 2003; Item 0004--2 double rooms for the night of 1 Ju ne 2003; Item 0005--156 single rooms for the night of 2 June 2003; Item 0006--4 double rooms for the night of 2 June 2003; Item 0007--156 Single rooms for the night of 3 June 2003; Item 0008--4 double rooms for the night of 3 June 2003; Item 0009--156 sing le rooms for the night of 4 June 2003; Item 0010--4 double rooms for the night of 4 June 2003; Item 0011-?156 single rooms for the night of 5 June 2003; Item 0012--4 double rooms for the night of 5 June 2003; Item 0013-?13 single rooms for the night of 6 J une 2003 (to be paid by the attendee); Item 0014-?2 double rooms for the night of 6 June 2003 (to be paid by the attendee); Item 0015--1 service area for 1 June 2003(Noon) thru noon on 2 June 2003; Item 0016-- hot breakfast buffet for the mornings on June 2 (110 breakfast), June 3 (160 breakfast), June 4 (160 breakfast), June 5 (160 breakfast), June 6 (150 breakfast) 2003 for a total of 740. Statement of Work 1. Hotel Facility a. Location ? must be located within twelve (12) miles of Carlisle B arracks. b. Must have restaurant accommodations within the hotel. c. Must be able to supply a minimum of 78 singles for each night where 156 rooms are required. d. Must have a service area in a central lobby or other suitable area with setup of decorated tables (linens/skirting) to provide a professional presentation, to permit ease of contact with guests. 2. Rooms a. Must have private bath and shower. b. Must have double or twin beds, containing at least 130 square feet. c. Must have a central or individual air conditioning units (not Window fans). d. Must have color television and telephone. Telephone access for 1-800 numbers must be continually available (for laptop computers) and at no charge. Access to phones for local service so guests can talk to Carlisle Barracks and escorts. (NSS gues ts are responsible for their own long distance charges ? not the U.S. Army). e. Must be suitable for nationally distinguished civilian and military guests. f. Must have a hot breakfast buffet available between 0600 and 0730 containing things like toasts, muffins, eggs, bacon, pancakes, juices etc with a breakout as follows: Morning of 2 June ? 110 people; Morning of 3 June ? 160 people; Morning of 4 Jun e - 160 people; Morning of 5 June ? 160 people; Morning of 6 June ? 150 people for a total of 740 breakfasts. 3. Contractors will be provided with list of attendees two to three weeks prior to the arrival of guests and will be updated as necessary. Contractors will provide assigned room numbers to U. S. Army War College, (USAWC) not later than three days prior t o arrival of guests. 4. The Government shall be permitted to release the rooms to the contractors at 1 p.m. each day of the contract period, thereby relieving the Government of any obligation to pay for the rooms. Attendees may, at their own expense, include additional occup ants in their rooms, with the government paying single room rate ONLY. The hotel will be responsible for collecting the additional costs from the attendees prior to their departure. 5. Quantities herein are the best estimate available at the issue date of the order. The extra rooms (31 May and 1 June) prior to the conference and after the conference (6 June) are for the attendees that may arrive two days before or depart one day aft er the seminar dates due to travel arrangements. The Government will be billed only for the quantity of rooms used. The Government will NOT be paying for lodging the nights of Saturday 31 May and Friday 6 June 2003. The hotel will be responsible for col lecting the additional costs from attendees prior to their departure. 6. Contractor shall permit late check-out on Friday 6 June 2003 (1PM) without additional cost to the government. 7. The U.S. Government reserves the right to increase or decrease the quantities by no more than thirty (30%) percent at any time up to and including 6 June 2003. Contractors will be compensated for services actually provided. 8. This requirement is for rooms and breakfast only. Charges for personal items or services ordered by the guests shall be paid by the guests on an individual basis prior to departure. 9. Hotel must be a 3 star hotel rating or equivalent. Submit evidence of this rating with your offer. The following clauses apply to this solicitation: FAR 52.212-1 (Instructions to Offerors-Commercial); FAR 52.212-2 (Evaluation ?Commercial Items) The evaluation factors are technical and price. An offer must first be determined to be technically accepta ble to be considered for award, and then price becomes the controlling factor among those offers rated technically acceptable. Award will be made to the lowest priced technically acceptable offer. Technical Factor: Hotel must meet all the requirements as listed in the Statement of Work to include location within a 12 mile radius of Carlisle Barracks, PA and have restaurant capabilities, and must meet or exceed the 3 star rating or equivalent hotel rating system; FAR 52.212-3 (Alternate 1) (Offeror Representations & Certifications-Commercial Items, (Offerors are required to complete all the certifications as listed in this reference and submit it with your offer.
