Description
NA Defense Contracting Command-Washington (DCC-W), in support of the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD) intends to issue a Request for Proposals (RFP) to support the FTO requirement as follows: Contractor shall provide a series of studies and analyses in support of the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD). These studies and analyses will concentrate on, though not necessarily be limited to, the impact of po litical, policy, and budgetary factors, on the total force transformation process for all DOD areas of responsibility, involving all Services, across all appropriate disciplines and technologies, at all appropriate echelons, and through the near, mid-, and long-term timeframes. Contractor effort under this contract shall be available, as appropriate and with the consent of FTO, to other elements of the Defense Secretariat; the Joint Staff; the Major Commands (MACOMS); the Military Services; and those other Government agencies hav ing interests and activities that may impact on, interact with, or benefit from the DOD Force Transformation program; e.g., Homeland Security, State, Treasury, Health and Human Services, Interior, Commerce, CIA, FBI, DEA, etc. Since frequent and close interaction with FTO and with various OSD, DOD, and Government agencies in the National Capital Region is considered essential to the effective execution of these requirements, the professional staff proposed to perform on this con tract shall be located in the Washington Metropolitan Area. The proposed period of performance will be for a base period of 12 months, with four one-year options. It is anticipated that the solicitation will be issued on or about 10 March 2003.
