- NA Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC) is soliciting proposals on a full and open competitive basis from qualified organizations for Engineering and Technical Services in support of Integrated Ship Defense Systems Engineering support. This procurement will result in a Cost-Plus Award Term, Indefinite Delivery, Indefinite Quantity contract. Period of Performance will be from 9 November 2003 through 8 November 2008 with the possibility of Five (5) Award Terms from 9 November 2008 through 8 November 2013. The services for Integrated Ship Defense Systems support will be required at shore sites, land-based test facilities, shipyards and aboard ships in ports and at sea. Engineering and technical services encompass a broad spectrum of ship classes, combat and weapon systems, and operational interoperability requirements. Professional services will be re quired in support of U.S., Joint Services and allied Nation?s operational requirements. The Statement of Work (SOW) is applicable to U.S., Consortium and Foreign Military Sales customers. The engineering efforts are for both Offensive and Defensive Systems and sub-elements onboard a number of AEGIS/SSDS ships including but not limited to: Integrated Ship Defense (ISD), Advanced Combat Direction System (ACDS), Rapid Anti-Ship Missile Integrated Defense System (RAIDS), Ship Self Defense System (SSDS) MK 1&2, SWY-1/2/3, Self Defense Test Ship (SDTS) Combat System (CS), Battle Force Tactical Trainer (BFTT) System, Combat and Communication Switchboards (C&C SWBD), AN/SPQ-9B Search Radar, Target Acquisition System (TAS), Search Radars, Close In Weapon System (CIWS), NATO Seasparrow Surface Missile System (NSSMS), Rearchitecture NSSMS (RNSSMS), Advanced Integrated Electronic Warfare System (AIEWS), SLQ-32, Cooperative Engagement Capability (CEC), Rolling Airframe Missile (RAM), Evolved Sea Sparrow Missile (ESSM), Decoy Launching System (DLS), NULKA and other systems as required over the life span of the contract. SHIP CLASSES are: All U.S. Naval Combatants, Auxiliaries, Self Defense Test Ships (SDTS), MCS, MCM, and MHC Classes, USCG Vessels, Foreign Military Vessels, Shore Sites (Test & Training) and additional classes may be identified over the life span of the contract. The requirements for Integrated Ship Defense Systems support shall include: a) The contractor shall maintain a facility within thirty (30) minutes drive of PHD NSWC, Port Hueneme, CA that is capable of supporting the effort required by the SOW and subsequent Task Orders including a minimum of 16,000 square feet of Asset Staging area; b) Provide high quality selected engineering and tech nical services in a timely manner for a reasonable price maximizing innovation and cost reduction initiatives. This task order (TO) contract shall be a Performance Based Acquisition. Each TO shall incorporate objectives, measures, and standards that the contractor will meet. There are three (3) performance objectives. They are: Performance Objective Number One (1) Asset Staging and Alteration Installation Team (AIT) Support. Provide asset staging and AIT support services necessary to accomplish alterations, modernizations, installations, repair, and technical support on ships and shore sites. Asset Staging and Alteration Installation Team (AIT) Services is defined as: Asset staging and AIT services support the installation, modernization, removal, test, checkout, maintenance, and repair of combat and weapon systems and support equipment and components for ships and test and training sites. Include engineering, technical, logistical, and planning support, procurement, staging, shipping, receiving and hazardous material support, development and maintenance of Installation and Checkout (INCO) kits including fabrication, and support for spares and customs; Performance Objective Number Two (2) In-Service Engineering/Documentation Support. Provide Combat System In-Service Engineering, Weapon System In-Service Engineering, Documentation, and Technical Services. This is defined as: Combat and Weapon Systems integration, test and checkout, and engineering services. Systems as used in this SOW include all shipboard weapon and combat systems and equipment designed to detect, sense, track, identify, engage, communicate, process, evaluate, defend, and control the engagement of enemy forces, either actively or passively. Systems includes command and control, missile, gun, launcher, countermeasures, torpedo, rocket, radar, sonar, electronic warfare, communication, Combat System and Command, Control, Communications, Computer and Intelligence Systems (C4I), navigation, fire control and identification systems, and their interfaces, associated computer programs, interoperability elements, and related off-board assets. Technical and engineering support of INCO, test and checkout, test training, software validation, and the development, revision, and updating of associated materials and documentation; Performance Objective Number Three (3) Onsite Engineering Assistance. Provide support for Ship Qualification Trials (SQT), System Integration, and Combat System and Weapon System Level Documentation at ships, shipyards, and test and training sites. Onsite Engineering Assistance is defined as: Engineering assistance on site at shipyards, ori ginal equipment manufacturer facilities, and test and training sites as well as other sites for Combat System and Weapon System support such as installation and checkout, and system Integration. The development, updating, and revision of documentation including but not limited to technical manuals (TM), planned maintenance system (PMS) materials, training materials, integrated logistic support documentation, test procedures, including computer based documentation. The anticipated release date of the draft solicitation is 18 February 2003. Questions are required via electronic means no later than 12 March 2003. The anticipated release date of the solicitation is 19 March 2003. This solicitation is being issued unrestricted under North American Industry Classification System Code (NAICS) 541330 with a size standard of $23M.
