Description
REQUEST FOR INFORMATION This is a request for information only. In no way does this request obligate the Government to award a contract. The Government shall use this request for information to identify prospective industry participants. The Government will invite qualifying industry members to provide insight into the planning process. The government would like to obtain information regarding price and delivery and market information. This request for information is for planning purposes only. Marine Helicopter Training Squadron 301 provides combat capable training for all Marine CH-53D pilots and aircrew. It operates the CH-53D Sea Stallion, a medium-lift, twin engine helicopter. OBJECTIVE: Specific objectives include providing on-site support for organizational level maintenance of six (6) CH-53D aircraft and related Maintenance Program Support with a minimum Ready For Training (RFT) rate of 95% each month. RFT rate is calculated as the number of scheduled flights with an aircraft available at scheduled time divided by the total number of scheduled flights. The flight regiment will include approximately 1,500 hours per year and no more than five aircraft per day. The daily flight schedule will be written with a minimum of 12 hours notice. SCOPE: The scope will be to provide support to accomplish the tasks described below. Work under this order will be performed at HMT-301, based at Kaneohe Bay, Hawaii. Personnel will work on-site at HMT-301 as part of this order, normally Monday through Friday Between the hours of 0700 and 2300. Occasionally, detachments will be required on outlying areas of operation, though they will be primarily rescue in nature. The contractor will provide experienced CH-53D/E mechanics, technicians and support personnel. Equipment, tools, and materials will be government furnished. The contractor will be responsible to the Government Contracting Officers Representative. The contractor shall have a thorough working knowledge of CH-53D maintenance procedures, the Naval Aviation Maintenance Program (NAMP) policies, OPNAV 4790.2 series, and all policies/procedures internal and external to HMT-301 as they apply to the CH-53D. The contractor shall comply with all existing safety regulations and programs/policies governing the work on Naval aircraft. The contractor shall work with other USMC Directorates, maintenance/supply offices, DOD agencies, other technical staffs, and contractors, to facilitate maintenance goals. The contractor shall develop and maintain all necessary personnel qualification in accordance with current NAMP standards, including Support Equipment (SE) licensing and operation. The incumbent shall possess the ability to maintain and make organization level repairs for all air crew equipment (Flight suits, Helmets, Survival vest, etc.) for a compliment of 70 Student and Instructor aircrew. The contractor shall be responsible for correspondence including maintenance analysis reposts, talking papers, briefings, etc., as required to higher authority. Contractor shall provide monthly maintenance reports to the Contracting Officers Representative. Travel: As required for operational commitments, travel will be limited to within the Hawaiian Islands in order to service training or recovery evolutions. Key Personnel may be required to obtain U.S. Secret Security Clearance. This is not a formal request for proposal. Response to this request is on a voluntary basis and failure to respond will not affect any future acquisitions. The Government does not intend to award a contract on the basis of this request for information. The government will not return any materials submitted in response to this RFI. The primary focus is to develop a contract for the maintenance of the CH53D, SEA STALLIONS.
