Description
Any numbering machine purchased by the IRS for the purpose of printing or stamping (these two verbs will be used interchangeably) a Document Locator Number (DLN) on tax returns and documents should satisfy the following requirements: 1) Print a 14 position Document Locator Number. 2) Automatically advance the next page and print a sequential DLN on each following page. 3) The sequence number (12th and 13th positions) should automatically advance until a preset number is reached. 4) Tax returns will be grouped together in blocks of a specific number of returns. When the maximum number of documents for a block has been reached, the numbering machine will a) Stop numbering, or b) Increment the blocking series and begin sequencing from number ?00? 5) The page advance feature must not allow multiple pages to advance leaving unnumbered documents. 6) The DLN must be printed in the upper right margin of each page: a) The DLN will print no lower than 3/8 of an inch below the top of the page, b) The DLN will print within 2 inches from the right edge of the page. 7) The DLN must be easily readable in terms of: a) Font type, b) Font size, c) Clarity (not smugged). 8) The DLN will have the following components and each component will be programmable by the operator: a) Positions 1-2?File Location Code b) Positions 3?Tax Class c) Positions 4-5?Document Code d) Positions 6-8-- Julian Date e) Positions 9-11?Blocking Series f) Positions 12-13?Serial Number g) Positions 14?Year Digit 9) The machine must be able to reach a sustained output of at least 3,000 pages per hour.
