Submissions shall be in accordance with the attached information at the place and time specified. PLACE OF PERFORMANCE: Tegucigalpa, Honduras 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: Under the Administration of Justice Program, the Department of State, Bureau of Western Hemisphere Affairs (WHA), funds programs to enhance general police management and investigative and forensic capabilities in Latin America and the Caribbean. In response to a specific request from the Honduran Ministry of Public Security, and in collaboration with ongoing efforts of both the Bureau of Narcotics and Law Enforcement (INL) the U.S. Embassy intends to contract for the services of a law enforcement development advisor to manage a program of assistance to the Ministry of Public Security. II. Scope of Work: As Law Enforcement Development Adviser, the contractor will have the following responsibilities: (A) Assess the organizational and operational capacities of the various elements of the Honduran Ministry of Public Security, including its working relationships with the Public Ministry and the Judiciary, and in consultation with the Country Team, develop a plan of assistance that will promote effective integration of Honduran law enforcement into the national criminal justice system; (B) Provide technical assistance to the Minister of Public Security and other ranking law enforcement officials to develop a long-term strategy to strengthen the Ministry as a civilian law enforcement organization; (C) Provide advice and assistance to the component parts of the Ministry, and other actors in the criminal justice system as appropriate, to translate the long-term strategy into concrete annual action plans that will advance the Ministry toward its overall objectives; (D) Work with the US law enforcement agencies represented at Post, as well as with the U.S. Agency for International Development, to coordinate activities to ensure a coherent approach to criminal justice assistance in the country; (E) Provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured; (F) Attend Embassy general and law enforcement meetings and national and international conferences and seminars as directed by the Political Counselor, briefing the Political Counselor and reporting on major issues covered; (G) Provide advice and assistance in the preparation of the annual Mission Program Plan (MPP); and (H) Supervise all other contractors funded under the program, as well as FSN administrative assistants and budget analyst. III. Desired Qualifications: United States citizen, eligible for a State Department security clearance. Bachelor Degree from an accredited institution. Demonstrate relevant work experience, particularly in the areas of law enforcement program management and training, problem-solving methodologies. Demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives. Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation. Typing and basic computer skills needed to use information technology and management systems Prepared and physically qualified to live in Tegucigalpa, Honduras and to travel. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Offeror?s relevant experience in planning and developing law enforcement strategies and programs and ability to coordinate with host country civilian and police officials and donor community. Offerors with specific experience working with Honduran Law Enforcement will be given an additional five points. (20-25 Points) Offeror?s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. (25 Points) Offeror?s knowledge and experience in U.S. Government regulations, standards of conduct and ethics. (25 points) Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points) V. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
