- Notice of availability of a prospectus for solicitation of offers for operation of marina facilities and services within the Jamaica Bay Unit of Gateway National Recreation Area, Queens, New York. The prospectus will be available on February 19, 2003. The required services include in part: a minimum of 500 full-service slips, boat dry storage, dock and sewage pump-out stations, facilities for boaters, ship's chandlery, boat repair services, sale of fuel and groceries. Food and beverage service is an authorized service. The operating season is year round. The term of the contract is ten years. A facilities improvement program is required in the amount of $3,560,000, including in part, new docking systems, site cleanup, installation of sewer line, security system, fuel tanks and dock fuel pumping system, upgrade of facilities. Purchase of the incumbent concessioner's leasehold surrender interest in existing capital improvements is required. The value as of November, 2002, is $3,626,783. The minimum franchise fee to be paid to the National Park Service (NPS) is six percent (6%) on the marina's slip rentals and boat storage gross receipts and four percent (4%) on all other gross receipts except fuel sales which will be zero. The prospectus will explain the business opportunity, the terms and conditions under which the NPS will award the concession contract, the proposal instructions and proposal package (including the selection factors). The solicitation, selection and award of the concession contract will be conducted pursuant to 36 CFR Part 51. The cost of purchasing a copy of the prospectus is $50.00.
